The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. This position is located in the Fiscal Service at VA Central Arkansas Health Care System - Eugene J. Towbin Healthcare Center in North Little Rock, AR.
- ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. As part of the VA's succession planning, the Technical Career Field (TCF) training program was created to ensure individuals are trained in critical areas that have current or predicted shortages. The program is nationally funded to include salary, benefits and training/travel dollars. At the time of acceptance into the TCF program, trainees will be asked to sign mobility, training, and service agreements. Relocation expenses for acceptance into the training program or for placement are not funded by the TCF program. Please keep in consideration, the training program is meant for those individuals who plan on staying with the VA a minimum of 3 years after completion of their training program. Selectees will be required to complete and sign the following paperwork; Mobility, Training, and Continued Service Agreements. Although not guaranteed, with more than 150 freestanding facilities and hundreds of clinic locations, we will strive to place trainees in positions that will work for their needs and the needs of the VA. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The major duties listed below represent the full performance level of GS-11. Major duties and responsibilities include but not limited to: Participating with higher grade accountants in furnishing assistance and advice to operating elements, recommending solutions to problems, and devising new or alternate procedures for accounting or related functions Utilizing the Financial Management System (FMS) and other information technology architecture to record, research, and report cost accounting, obligations, expenditures, and other financial transactions Performing independent analysis of programs and data from a variety of sources to identify trends, provide objective assessments, prioritize problems, recommend corrective actions, and provide technical expertise on accounting matters Leading and/or participating in special studies and reviews of accounting operations, preparing reports and automated systems changes, and developing standard operating procedures Performing and training other accountants and accounting technicians in researching and verifying appropriations and general ledger accounts, preparing reconciliations and adjusting entries, maintaining controls, documenting financial transactions, and ensuring timely reports and follow-up actions Providing guidance and assistance to lower graded accountants, accounting interns, and technicians in resolving complex problems, interpreting written guidelines, and maintaining and reconciling general and subsidiary ledgers Maintaining liaison with serviced activities and providing advice on availability of funds, reporting methods, and account reconciliations Interacting professionally and respectfully with co-workers, veterans, vendors, internal and external stakeholders, including VISN, Department of the Treasury, and VA personnel Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m. Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved
