The Louisiana Department of Insurance is seeking an Insurance Supervisor to join the Office of Health, Life & Annuity/Pharmacy Benefit Management (PBM) Enforcement Division. This position supervises staff and coordinates daily PBM oversight activities, including compliance reviews, investigations, market analysis, and enforcement actions. The Insurance Supervisor also supports policy development and works closely with division leadership to ensure effective regulatory oversight of pharmacy benefit managers.

Six years of experience in insurance, administrative services, investigations, or law enforcement: OR

Six years of full-time work experience in any field plus three years of experience in insurance, administrative services, investigations, or law enforcement; OR

A bachelor's degree plus three years of experience in insurance, administrative services, investigations, or law enforcement; OR

An advanced degree plus two years of experience in insurance, administrative services, investigations, or law enforcement.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here. 

Job Duties:

As an Insurance Supervisor in the Office of Health, Life & Annuity/PBM Enforcement Division, you will/may:

  • Supervise Insurance Specialists and other staff engaged in PBM oversight activities, including assigning and reviewing work and monitoring performance and technical competence.
  • Develop daily work plans and coordinate staff activities to accomplish the goals and directives of the Pharmacist-Compliance Officer. 
  • Provide guidance, training, and technical support to staff involved in PBM compliance reviews, investigations, market analysis, and enforcement activities. 
  • Assist in coordinating and conducting complex regulatory matters involving PBMs and related entities, including reviewing findings and supporting investigative and enforcement activities.
  • Prepare and communicate investigative findings and develop supporting documentation for regulatory and enforcement actions. 
  • Assist in developing and maintaining policies, procedures, and best practices related to PBM oversight and compliance. 
  • Analyze the fiscal and substantive impacts of PBM laws and regulations on the insurance market and assist in identifying opportunities for regulatory improvement. 
  • Monitor legislation, litigation, research, and state and national trends affecting PBMs and health insurance regulation. 
  • Assist with the collection and monitoring of Department-ordered fees and assessments related to PBM oversight. 
  • Perform other duties related to pharmacy benefit management oversight as assigned.
