The Clinical Nurse Manager (CNM) is responsible and accountable for the operation of their assigned units and provides coverage for other CNMs as needed. The CNM is responsible and accountable for the direction and supervision of specific orientation, training, development of staff, and evaluation of individual staff performance.

• The CNM is a professional nurse leader with advanced clinical knowledge and skills and is an integral member of the Nursing Mental Health Service management team. This position served for the level one Acute Psychiatric Unit (1 West) for the Southern Arizona VA Health Care System (SAVAHCS). The CNM reports directly to the Chief of Mental Health Nursing Service. The CNM participates in decision making, policy oversight, tactical planning and operational implementation within 1 West setting. The CNM works collaboratively with the Section Chief and Service Chief to ensure alignment with policies and practices that promote optimal patient care, safety, and service and agency outcomes. This position supports the overall SAVAHCS nursing practice management in 1 West. The breath and scope of the CNM duties encompass the entire spectrum of clinical, administrative, research and education focus areas within the assigned area of responsibility. The CNM supervises the nursing assets and functions assigned to the unit setting. The CNM is responsible for hiring, orienting, managing, and supporting the assigned staff through shift, time sheets/cards and other assignments as delegated. The CNM is responsible to complete and maintain required staff documentation including competencies, proficiencies/appraisals, and personnel actions per set suspenses. The CNM ensures required licensure, certifications, education requirements are current. The CNM fosters a climate for professional practice collaborating with MHRRTP, ancillary staff, outpatient clinics, ED, and nursing service leadership. The CNM works collaboratively with Mental Health Service staff and licensed independent practitioners (LIPs) to provide an empowered, productive, harmonious and expert work environment that optimizes patient care/satisfaction while supporting continuous quality and process improvement. The CNM may serve on committees, subcommittees, workgroups, and taskforces at local and VISN levels. The CNM represents the Mental Health Nursing Service interests when on assigned committees, workgroups or at meetings. The incumbent establishes and maintains effective relationships among all levels of medical center personnel and relates effectively with patients, families, customers and the community. The CNM demonstrates the highest degree of integrity and commitment to upholding professional, clinical and VA standards and practices loyalty to the mission and the SAVAHCS. The CNM maintains knowledge and ensures compliance with all regulatory and accreditation standards, Directives, policies, bi-annual and/or ad-hoc mental health environment of care checklist (MHEOCC), and standard operating procedures (SOP). Provides peers with informal constructive feedback for improvement. Fosters a safe and supportive environment conducive to the professional development of healthcare professionals. Contributes professional nursing perspective in discussions with the interdisciplinary team. Partners with others to effect change and produce optimal outcomes. Supports colleagues through knowledge sharing to provide safe, quality nursing care. Shares educational findings, experiences, and ideas with peers. Questions clinical practices for the purpose of providing evidence-based care. Participates in activities and strategies to sustain evidence-based-practice.
