The incumbent at this level has full supervisory responsibility for a staff of nonsupervisory personnel, including GS-5 Medical Technicians (Phlebotomists), GS-7 Medical Laboratory Technicians, and at least one GS-11 Clinical Laboratory Scientist. The incumbent performs the full range of supervisory duties for specimen collection, specimen processing, testing operations, and quality control activities of the laboratory.
- FUNCTIONS OR SCOPES OF PRACTICE: These assignments require specialized training and experience. Incumbent must have advanced knowledge of specialized and complex subject matter extending beyond the duties of test performance. Incumbent has wide latitude for exercising independent judgment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. This assignment is in a less complex facility based the Hospital Complexity Level as designated in the Office of Productivity, Efficiency, and Staffing (OPES) VHA Facility Complexity Model History. Duties: Exercises a full range of supervisory responsibilities in planning, directing, and assessing work of subordinate staff. Verifies orientation, training, and competency assessment of assigned staff and develops and updates technical policies and procedure manuals. Plans and assigns work based on priorities, requirements of assignments, and abilities of employees; provides advice and counsel; and evaluates work of subordinates. Adjusts staffing levels or work procedures to accommodate resource allocation decisions made at the executive level. Develops protocols for the performance of tests, phlebotomy applications, and evaluation of results. The incumbent has primary responsibility for system-wide phlebotomy operations within Durham VAHCS at multiple locations, (i.e., Durham VAMC & Community Based Outpatient Clinics). Ensures that phlebotomy practices, laboratory tests and procedures are consistent with accrediting agencies, standards, and requirements. Performs waived, moderate, and high complexity clinical laboratory testing. Provides advisory services to phlebotomists, technicians, clinical laboratory scientists, and other specialists. Establishes performance improvement measures to align with P&LMS Quality Assurance/Quality Improvement Committee. Ensures a productive and encouraging work environment for staff to perform and excel in their professional skills.
