This position is located at the Department of Veterans Affairs (VA) in Little Rock, AR, with the Nursing Service Line. The purpose of the position is to service as the primary timekeeper for the Nursing Service Line and performs all functions associated with time and leave records.

  • Duties include but are not limited to: Apply the complicated pay and leave regulations for both Titles 5 and 38 and separate the posting/coding structures for each. Have thorough knowledge of personnel regulations, policies, and procedures, negotiated union agreements, FSLA regulations and OWCP regulations. Have good interpersonal skills for face-to-face and telephone contacts with employees, supervisors, payroll accounting section employees, staff, etc. Accurately posting, coding, and recording all pay and leave documents for the correct payment of salary to Nursing Service employees. Keeping immediate supervisor and alternate timekeepers who perform duties during timekeeper's absence apprised of all changes in timekeeping policies and procedures. Uses MS Word or comparable word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports, and memorandum; and transmitting and receiving e-mail. Responsible for the correct entry into the computer of Request for and Authorization of Overtime. Verifies that overtime in recorded correctly on the time schedule and agrees with the overtime worked before posting on the electronic time and attendance report. Transfer on-call information from duty schedules into the electronic time and attendance report. Ensures correct computations and remarks for posted pay entitlement for overtime worked, earned differentials and reduced on-call hours. Effectively deals with conflict and conflict resolution. Develops and maintains productive and cooperative relationships with internal and external groups, organizations and other contact management entities. Responsible for correct posting and recording of employees who are injured on duty and relieved due to the nature of the injury. Develops records, worksheets, and procedures necessary to carry out timekeeping functions. Responsible for initiating and maintaining audits to track leave, holiday status, etc., on selected employees. Provides training to nurse managers and supervisors interpreting time-card entries and explaining entitlement to premium pays, differentials, and their applications. Uses computers, software applications, databases, and automated systems to accomplish work. Identifies issues and analyzes information to draw accurate conclusions, ensuring careful attention to detail. Dissects problems and information into their meaningful parts, and uses logic and judgment to evaluate alternatives and develop solutions. Considers and responds appropriately to the needs, feelings, and capabilities of others; adjusts approaches to suit different people and situations. Knowledge of filing, typing, entering data, maintaining records, taking shorthand, and using and completing forms. Knowledge of compensation concepts, principles, and practices, including pay and leave administration and compensation flexibilities. Work Schedule: Monday - Friday, 7:00am - 3:30pm, subject to change based on the needs of the facility. Virtual: This is not a virtual position.
