The City of Orange Human Resources Department is looking for a friendly, resourceful, and detail-oriented Human Resources Technician to join our 10-person team of HR professionals committed to serving the City’s workforce and community with excellence.
The ideal candidate will serve as an important bridge between prospective employees and hiring managers, providing responsive and professional customer service to applicants, employees, retirees, internal customers, and vendors. This position plays a key role in keeping the Department’s recruitment and human resources operations running smoothly by accurately processing HRIS, benefits, and recruitment transactions, and preparing and maintaining the documentation that supports a wide range of public sector human resources functions.

The Human Resources Technician is an experienced-level paraprofessional class in the Human Resources Department. Incumbents are responsible for performing the full range of technical work in all of the following areas: recruitment, testing, and selection; classification, compensation, and benefits administration; employee relations; a variety of routine and high volume of record keeping, administrative, and technical support activities.
Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the routine operating procedures and policies of the work unit. Successful performance of the work requires the frequent use of tact, discretion, and independent judgment, knowledge of departmental and City activities, and extensive staff, public, and organizational contact.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical and ideal way to obtain the required qualifications would be:- Equivalent to an Associate's Degree in Human Resources Management, Business, Public Administration, Communication Studies, or a related field.
- Two (2) years of technical human resources support experience.
These additional qualifications are highly desirable:
- Public agency experience.
- Equivalent to a Bachelor's Degree in Human Resources Management, Business, Public Administration, Communication Studies, or a related field.
