Bonneville pays for itself. The agency is self-financing, with no annual appropriation from Congress, and it markets wholesale power from 31 federal hydroelectric projects in the Northwest, one nonfederal nuclear plant, and several small nonfederal plants. That comes to about a third of the electricity generated in the region, moved across 15,000 miles of high voltage facilities reaching Washington, Oregon, Montana, Idaho, Wyoming, and California. By BPA's count, nearly 3 million people and more than 1.2 million jobs depend on its power.
Two halves of the business drive the hiring: power marketing on one side, and 15,000 miles of high voltage transmission on the other, which needs engineers, dispatchers, and field crews. Because BPA covers its costs from power and transmission sales, the budget cycle here doesn't look like a normal federal agency's.
