Carlsbad owns its water utility. The Carlsbad Municipal Water District runs a recycling facility that pulls treated wastewater back from the ocean outfall and cleans it to a higher standard for irrigating city parks, median strips, shopping areas, and housing association common areas. Sewage moves through 288 miles of city pipe on its way to the Encina Wastewater Authority. Properties at the south end of town are served instead by the Olivenhain, Leucadia, and Vallecitos districts.
Three deputy city managers split a staff of more than a thousand: Administrative Services, Community Services, and Public Works. Public Works is where the crews are, covering streets and storm drain maintenance, transportation and city engineering, and the water and sewer utility. The other departments carry building inspection and code enforcement, parks and recreation, the library and cultural arts, housing and homeless services, environmental sustainability, finance, human resources, information technology, police, and fire.
