Charleston County's Emergency Medical Services is one arm of a South Carolina county government that also runs public works, a public library system, building inspections, zoning and planning, and its own human resources department. The county has run on professional management since 1949, when voters replaced legislative control with a council and a hired chief executive; a 1975 Home Rule referendum settled it on the council-administrator form it still uses, and the council has since grown to nine members to keep pace with population growth. Newer county facilities include the Lonnie Hamilton III Public Services Building and a judicial center.
