CHIRLA was founded in 1986 by activists responding to the Immigration Reform and Control Act, a law that won amnesty for 2.7 million people while making it illegal to hire undocumented workers. Its first director was Father Luis Olivares, pastor of Our Lady Queen of Angels Church and a leading voice of the Sanctuary movement, who had used his church to protect refugees fleeing Central America. Three years later the coalition helped open the first day labor center in the country. It works out of Los Angeles, and states its mission as achieving a just society, fully inclusive of immigrants.
Thirteen programs double as the job map: organizing and leadership development, policy and advocacy, civic engagement, legal services, climate justice, community education and outreach, membership services, humanitarian response, strategic communications, and small business partnerships among them, staffed out of offices across California and in Washington, D.C.
