Seven county boards of education came together to establish Iowa Western Community College, which opened in 1966 on 250 acres in the Loess Hills of Council Bluffs. The founding counties, Cass, Fremont, Harrison, Mills, Page, Pottawattamie, and Shelby, still frame its service area in southwest Iowa, and the college keeps centers in Clarinda and in Cass, Page, Fremont, and Shelby counties. From two vocational-technical programs at its 1967 launch, the catalog has grown to more than 80 programs across career and technical education and the liberal arts.

The college hires across its main Council Bluffs campus and its county centers: faculty, student services, and operations roles for southwest Iowa.
