Kings County exists because voters said so: in 1893 they approved carving a piece off northern Tulare County to make one. Before that, by the county's own account, a huge sycamore known as the Landmark tree stood on Lacey Boulevard as a beacon for settlers crossing an otherwise barren valley floor.
