Noblis states its purpose as innovating beyond boundaries to tackle the nation's toughest problems, and the structure behind the sentence is the interesting part: it's an independent nonprofit, founded in 1996, doing science and technology work for federal agencies rather than shareholders. Headquarters moved to Reston, Virginia in 2016, close to the defense, homeland security, intelligence, and law enforcement customers it serves. The company grew, in its own telling, out of the belief that great ideas and collaboration driven by science and technology can solve the biggest challenges facing the government, the nation, and the world.

Two subsidiaries extend the reach. Noblis ESI, which absorbed Elantech Systems in 2012, works the intelligence side, and Noblis MSD, formed when McKean Defense came aboard in 2021, covers mission solutions for defense. Client work spans defense, federal civil, homeland security, intelligence, and law enforcement. The company marks its 30th anniversary in 2026, and its own numbers say what kind of shop this is: 70 percent of its people hold security clearances and 40 percent hold advanced degrees. If cleared federal science is your lane, a nonprofit doing that work is a rarer arrangement than the usual contractor model, and it changes whose interests the work answers to.
