OSHA's writ reaches Wake Island, Johnston Island, and the Outer Continental Shelf. The OSH Act covers most private sector employers and workers in the 50 states, along with some public sector ones, and extends to the District of Columbia, Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands. The agency sets and enforces standards, enforces the anti-retaliation provisions of the OSH Act and other federal whistleblower laws, and oversees state OSHA programs, which have to be at least as effective as the federal one.
Four lines of work divide the agency: standard-setting, enforcement, whistleblower and anti-retaliation cases, and training, outreach, education, and assistance. They run out of the national office in Washington's Frances Perkins Building and out of area offices by state, with consultation program offices and the state plan programs operating alongside. OSHA sits inside the Department of Labor, under an assistant secretary who answers to the Secretary.
