Metro's 1,600 employees work in performance halls, cemeteries, classrooms, natural areas and parks, an exhibition hall, a convention center, administrative offices, recycling and garbage transfer stations, and the zoo. That is one regional government for greater Portland. Voters elect the Metro Council, and the council appoints a chief operating officer to run the whole spread.
The visitor venues do a lot of the hiring: the Oregon Zoo, the Oregon Convention Center, the Portland Expo Center, and Portland'5 Centers for the Arts. Around them sit the garbage and recycling transfer stations, the parks and natural areas, the cemeteries, and the planners doing land use, housing, and transportation work for the region.
