A 1976 statute binds this agency's largest network to accuracy. President Gerald Ford signed the VOA Charter, Public Law 94-350, requiring Voice of America news to be reliable, accurate, objective, and comprehensive, to represent America rather than any single segment of American society, and to present US policies clearly alongside responsible discussion and opinion on them. USAGM oversees VOA and five more entities: Radio Free Europe/Radio Liberty, the Office of Cuba Broadcasting, Radio Free Asia, the Middle East Broadcasting Networks, and the Open Technology Fund.
Reporting is only half of it. The newsrooms aim at countries where a free press is threatened, censored, or absent, each network carrying its own regional brief, while the Office of Technology, Services and Innovation runs the delivery, everything from shortwave radio to encrypted live mobile broadcasting. The Open Technology Fund is a third discipline again: open technologies and communities that increase free expression, circumvent censorship, and obstruct repressive surveillance.
