WHS exists so that the Office of the Secretary of Defense does not have to do its own paperwork. Set up on October 1, 1977, its founding purpose was to lift administrative burdens off OSD staff so they could concentrate on policy analysis and oversight: budget and accounting, personnel management, office space, security, records. Nearly 6,000 civilian, military, and contract personnel now serve the White House, Congress, the military departments, the Joint Staff, OSD, and the defense agencies.

The service spectrum is unusually wide for one organization: facilities management, contracting, executive administrative support, resource management, history, library and research capabilities, transportation, and continuity of operations for the government. Financial and administrative oversight of the Armed Forces Retirement Home belongs here too. Most of it happens on the Pentagon Reservation and around the National Capital Region.
