  • The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Supports TE/GE's work in all phases of the strategic compliance planning process. Assures that the process conforms to internal IRS policies, as well as to federal regulations and laws. Utilizes a mastery level of a professional knowledge of advanced accounting and auditing principles to perform projects, studies and analyses on such topics as strategic planning, productivity management, compliance research, organizational design and review, program review and evaluation to identify improvements to either EP or EO/GE examination processes. Researches and analyzes data including examination results to identify industry trends, issues and problems. Performs reviews of programs against established strategic goals and identifies possible improvements to functional processes and systems to achieve targets. Utilizing appropriate research and analytical techniques, gathers, tracks, and updates data required to support the analyses or studies. Assists managers on a variety of planning matters, which are typically highly complex, sensitive, multi functional and broad in scope and impact. Major projects, studies and analyses are performed independently or as a part of a team or study group. (Approx. 50%) Identifies previously unknown potential areas of non-compliance requiring policy determinations, legal interpretations or law changes to promote voluntary compliance. Meets with customers and executives to explain financial, legal and other significant issues and the applicability of pertinent tax laws, regulations and related filing requirements. Explains corrective actions required or adjustments to promote future compliance. Evaluates and documents project results; prepares recommendations to either management or a team/task force leader as needed. Participates in technical issue discussions and presents technical issues in meetings with TE/GE Division executives and the office of Chief Counsel. Collects, analyzes, and completes periodic reporting requirements required of the functional program by statute, regulation or administrative directive on strategic planning activities. Analyzes legislative changes for impact on the organization's business plan. Assesses the necessity of changing plans or objectives due to the legislative change. Works with senior leadership as a critical change agent in assuring, directing, and performing the steps necessary to create business cases based on objective data. Participates in the planning and development of studies as required, prepares briefing materials for management for use in presentations, and prepares positions papers and other materials which are often sensitive, highly critical, and controversial in nature.
