The Clinical Laboratory Scientist (CLS) serves as Regional Technical Specialist and serves as a recognized expert and provides authoritative consultative services to management at all levels of the organization advising on various aspects of laboratory information management. The incumbent analyzes emerging trends, software, and technology, and adopts appropriate methods. Identifies, defines, and resolves issues associated with laboratory information systems and laboratory programs.

  • Total Rewards of a Allied Health Professional Major duties include, but are not limited to: - Assesses clinical informatics effectiveness. - Establishes and maintains quality assurance programs related to information technology. - Serves as an authority on laboratory informatics technology platforms. - Serves as a consultant to local, network, and national program officials. - Keeps abreast of current research, clinical methods, and technical advances in the field. - Develops and integrates new techniques, and procedures into laboratory programs. - Assists local LIM in developing and managing laboratory interfaces (internal and/or external). - Maintains active recruitment and personnel selection functions. - Interprets and provides technical guidance on agency policies and procedures. - Assists and acts as SME to support local LIMs in implementation and maintenance of auto- verification at all VISN 23 sites to support staffing shortages. - Participates in the VISN 23 Mailed Fecal Immunochemical Test (FIT) Program by coordinating the exchange of results between facilities. - Assists and acts as SME to support local LIMs in writing standardized test builds to facilitate internal and/or external interface communications. to be used to perform more esoteric tests at designated sites of excellence. - Generates and/or analyze quality data reports required for workload monitoring, quality, billing, turnaround time and areas for improvement (e.g., outsourced services, staffing utilization, auto-verification rates, etc.). - Leads, manages, and provides best practices related to laboratory informatics processes and functions in the legacy Electronic Health Record (EHR) System (VistA/CPRS) and the future state of the EHR Modernization (Cerner Millennium). This includes, but is not limited to, developing training/education programs for VISN 23 and facility clinical, administrative, and informatics staff. - Develops and designs reporting tools using various applications and program languages such as but not limited to: SQL language, Web Design (SharePoint), Power-BI, and PowerApps. - Able to perform and troubleshoot batch ordering of labs through programs such as PowerShell. Work Schedule: 08:00 to 16:30; Monday through Friday Recruitment/Relocation Incentives (Sign-on Bonus): Not Authorized Permanent Change of Station (Relocation Assistance): Not Authorized Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Telework: Telework, if approved, will be on an Ad-Hoc basis only.
