This position is in the Learning Organization located at the Marion VA Health Care System. The incumbent is supervised by the Chief of Education/Designated Learning Officer, serving as the Domain/Leaming Manager for the Department of Veterans' Affairs' Talent Management System.

  • Major Duties Manages the facility-level TMS Domain, providing guidance, support, and troubleshooting for staffand administrators. Coordinates mandatory training assignments, monitors completion, and ensures compliance with V1SN and VACO requirements Provides technical assistance, manages user accounts, and supports onboarding/offboarding processes. Generates reports and analyzes training data for compliance and improvement. Designs, develops, and implements training programs and courses. Collaborates with domain managers and VISN leaders to ensure alignment with organizational goals. Evaluates training effectiveness and recommends improvements. Plans and coordinates educational programs for clinical and non-clinical staff Supports the Facility Education Chiefin developing supervisory training curricula. Manages onboarding programs, including New Employee Orientation (NEO). Serve as primary contact and advocate for all TMS-related issues and Deliver briefings on TMS for managers, supervisors, and leaders. Provide advice, guidance, and training to service-level TMS coordinators and Monitor external events entered in TMS. Monitor compliance with VHA Directives, Joint Commission, DIG, RCA-based training mandates and Pull user, profile maintenance, and user management reports for leadership. Prepare reports for medical centersuspense and compliance tracking and Track National, VISN, and local mandatory training requirements. Troubleshoot local user issues and escalate/coordinate with national LMS administrators and Perform daily data downloads from local and national data sites. Address national TMS alerts impacting Marion VAMC accounts and Collaborate with national office to maintain overall system functionality. Create and monitor Assignment Profiles to ensure correct mandatory training assignments. Guide contractors, HPTs, WOCs, CDCE volunteers through pre-employment training access. Maintain and update locally developed courses when standards or directives change. Initiate and coordinate course revisions based on gaps, audit findings, or updated mandates. Design, revise, or adapt instructional materials, guides, and computer-based training modules. Coordinate and deliver new employee orientation components related to TMS. Guide administrators on using Profile Maintenance to add pre-accession new employees and deactivate users transferring from other federal sites Coordinate with national-level TMS offices to align course content and system standards. Train supervisors/AOs on managing users under the "My Employee" function. Integrate quality improvement findings into updated curricula. Performs other duties as assigned.
