SALARY INFORMATION: $48,985.67 Annually / Pay Grade J / Job Code GSP130

Under general to limited supervision of the Injury Prevention Program Coordinator, collaborates with local law enforcement, fire, EMS, District Attorney, treatment and recovery centers and the Public Health prevention and treatment communities. This position works to promote and protect the health and safety of the residents of DeKalb County. The purpose of this position is to close the gap between local law enforcement and the public health, prevention and treatment communities by enhancing the High Intensity Drug Trafficking Area’s (HIDTA) existing partnerships with these communities, with an emphasis on deduplication and coordination of efforts. This position will require a person with strong communication and facilitation skills as he/she will be collaborating with and educating varied agencies and organization members. This position will serve as a neutral entity for sharing information regarding overdoses, fire rescue data, medical examiner death data, prison data, law enforcement data, emergency department admission data, drug court data, and any other sources deemed relevant to addressing the current substance abuse/opioid threat to our communities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Public Health Data Analysis & Surveillance

• Collects, compiles, cleans, validates, organizes, and analyzes public health and injury-related data from multiple internal and external sources.
• Coordinates the collection and integration of overdose, substance use, injury, emergency response, and other relevant public health data.
• Works with the Office of Epidemiology and Statistics Program Coordinator to collect, organize, validate, and prepare public health data for submission to state and other required reporting systems.
• Reviews data for completeness, accuracy, consistency, duplication, and potential discrepancies.
• Supports data deduplication and linkage activities to improve the accuracy and usefulness of information shared among partner agencies.
• Identifies trends, patterns, disparities, geographic concentrations, and emerging public health concerns through quantitative and qualitative data analysis.
• Uses data to support identification of gaps in prevention, treatment, recovery, and emergency response services.
• Maintains appropriate documentation and data-management practices to ensure data integrity, confidentiality, and compliance with applicable policies and regulations.
• Supports the development and maintenance of data dashboards, tracking tools, spreadsheets, databases, and other information-management resources.
• Applies evidence-based public health principles and current data to support program planning, evaluation, and decision-making.

ODMAP & Overdose Surveillance

• Facilitates and promotes the use of ODMAP and other approved overdose surveillance and mapping tools among public health and community partners.
• Serves as a resource to partner agencies regarding the collection, interpretation, and appropriate use of overdose-related information.
• Coordinates planned ODMAP training activities, including scheduling, communication, materials, participant coordination, and follow-up.
• Provides education and technical assistance to partner organizations regarding data submission, data interpretation, and information-sharing processes.
• Reviews overdose surveillance information to identify emerging trends, geographic patterns, and populations that may require targeted prevention or response efforts.
• Supports the development of timely data products to inform overdose response and prevention activities.

Interagency Collaboration & Coordination

• Establishes and maintains effective working relationships with law enforcement, fire departments, EMS, hospitals, emergency departments, treatment and recovery organizations, the District Attorney’s Office, medical examiner services, correctional facilities, drug courts, community organizations, and public health partners.
• Serves as a neutral entity for facilitating the appropriate exchange of public health information among participating agencies and organizations.
• Participates in interagency meetings, workgroups, task forces, conference calls, and planning sessions.
• Facilitates discussions among agencies with different roles, responsibilities, data systems, and organizational priorities.
• Identifies opportunities to reduce duplication of services, improve coordination, and strengthen communication among community partners.
• Supports the development of coordinated strategies addressing opioid use, substance use, overdose, injury prevention, HIV, hepatitis, and related public health concerns.
• Represents the agency as a subject matter resource during meetings, conference calls, trainings, presentations, and professional communications.
• Provides clear and professional communication to internal and external stakeholders regarding program activities, data findings, emerging trends, and public health priorities.

Community Outreach & Emergency Response

• Actively participates in community outreach, health education, screening events, prevention activities, and public health initiatives designed to improve community health and preparedness.
• Supports community engagement activities addressing overdose prevention, substance use, injury prevention, harm reduction, and access to prevention and treatment resources.
• Collaborate with emergency responders and public health partners during emergencies, outbreaks, disasters, shelter operations, overdose events, and other public health emergencies.
• Participates in emergency response activities with limited advance notice, including occasional evening or weekend assignments when required.
• Supports data collection and information-sharing during emergency and disaster response operations.
• Assists in identifying and addressing the needs of populations disproportionately affected by injuries, substance use, overdoses, and other public health emergencies.
• Supports preparedness and response activities involving biological, chemical, environmental, and other public health hazards, as appropriate to the position.
• Participates in exercises, drills, after-action activities, and improvement planning related to emergency preparedness and public health response.

Program Planning, Reporting & Evaluation

• Assists in implementing the Opioid & Substance Use Response Plan and HIV/Hepatitis/Overdose Response Plan.
• Supports the planning, implementation, monitoring, and evaluation of injury prevention and substance use response initiatives.
• Develop reports, summaries, presentations, posters, flyers, charts, dashboards, and other visual representations of public health data.
• Translates technical data and statistical findings into clear information for leadership, community partners, and non-technical audiences.
• Prepares routine and ad hoc reports for internal leadership, state programs, funding agencies, and community partners.
• Tracks program activities, performance measures, deliverables, and outcomes.
• Assists with quality improvement initiatives by identifying opportunities to improve data collection, workflow, communication, and service coordination.
• Participates in program evaluation activities and recommends improvements based on data and stakeholder feedback.
• Maintains accurate records of meetings, training, outreach activities, data-sharing activities, and program deliverables.

Training, Education & Technical Assistance

• Develops and delivers educational presentations, training sessions, and technical assistance to public health staff, community partners, emergency responders, and other stakeholders.
• Assesses training and technical assistance needs related to overdose surveillance, data collection, public health response, and injury prevention.
• Develops training materials, presentations, handouts, reports, and other educational resources.
• Facilitates meetings, training, workgroups, and community discussions.
• Communicates complex public health concepts and data findings in a manner appropriate for audiences with varying levels of technical knowledge and health literacy.
• Provides technical assistance and guidance to partners regarding public health data, surveillance tools, reporting requirements, and program procedures.

Collaboration, Communication & Professional Practice

• Collaborates with epidemiologists, communicable disease specialists, public health nurses, healthcare providers, social services, emergency responders, analysts, and other multidisciplinary partners.
• Participates in cross-training and maintains competency in assigned program areas, data systems, and public health practices.
• Uses current evidence, data, professional standards, and public health guidance to support program activities and recommendations.
• Maintains confidentiality and safeguards protected and sensitive information in accordance with applicable laws, regulations, and organizational policies.

WORKING ENVIRONMENT

• Work is performed in office, community, healthcare, emergency response, and other public health settings.
• The position may require travel between county facilities, community locations, partner agencies, training sites, outreach events, and emergency response locations.
• The position may involve varying environmental conditions, including differences in noise, temperature, lighting, terrain, and other conditions associated with office, community, and emergency response settings.
• The position requires effective communication with internal and external partners, including public health professionals, healthcare providers, law enforcement, emergency responders, community organizations, and members of the public.

Bachelor’s degree in public health or related field from an accredited college or university AND one year of experience related to area of assignment. 

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

PREFERRED QUALIFICATIONS: Master’s degree in public health and background with EMS or law enforcement background. Participated in new program development; development of a Strategic Plan; has actively worked at least 18-24 months in one of the mentioned fields; provided a key support role for a state or regional opioid or substance abuse/overdose response program. Successfully assisted developing workgroups that have or need to develop focused goals and objectives. Experience working with law enforcement, first responders, public health, and healthcare communities.
