This position is responsible for all aspects of management of the Health Department. Will manage all financial aspects of the Health Department. Will manage employees and the day-to-day running of the Health Department. Will write grants and manage grant monies. Will create and manage budgets. Will complete year end reports. Will keep consistent, clear, concise financial records. Will collect and make deposits of revenue brought in to the Health Department. Will pay all bills that come in to the Health Department. Will write grants that assist with financial support of the Health Department. Will write grants that assist with programs related to the mission of the Health Department. This position will manage the employees who work for the Health Department, including; manage employee schedules, resolve conflict, make sure employee education, licensing and yearly training is complete, manage employee vacation and sick leave. This position is responsible for payroll, including; process payroll bi-monthly, pay federal taxes, pay state taxes, manage employee benefits payments and retirement benefits. This position deals with the public, including; take and manage complaints from the public, answer questions from the public, manage any public health crisis, attend county and state meetings with regard to public health, participate in local emergency preparedness activities/drills, participate in West Virginia local health department meetings. Perform related duties as required.Training: Baccalaureate degree in community health, health administration, nursing, or public or business administration.Substitution: Qualifying experience as described below may substitute for the required training on a year-for-year basis. 
Experience: Four years of full-time or equivalent part-time paid professional, administrative or supervisory experience in business or public administration, public health administration, primary care or hospital administration or nursing.Substitution: Master's degree from an accredited four-year college or university in public health, public or business administration, counseling and guidance, or health related field may substitute on a year-for-year basis for the required experience.
