This position serves as the main point of contact for employees and managers for assigned departments. Additionally, this position specializes and administers specific Human Resource operations for the city including employee and labor relations, training, Equal Employment Opportunity (EEO), investigations, performance management, and records. Works under general supervision, independently developing work methods and sequences, and reports major activities to management through conferences and reports. Must exhibit and work confidentially and discreetly in all matters pertaining to the city, human resources, and employee matters.
This position is exempt. Fair Labor Standard Act overtime provisions will not apply.

- Serves as lead HR customer service and support for assigned departments, including day-to-day HR needs such as coaching supervisors/managers, and basic employer support and guidance.
- Provides guidance and recommendations to supervisors and managers for problem resolution. Assists in resolving employee relations and work performance challenges in accordance with best practices, policies, procedures, and employment laws.
- Receives and reviews payroll changes for assigned departments and coordinates with HR team for entry and approval.
- Receives and reviews performance evaluations for assigned departments and follows up on action needed (e.g., coaching, PIP). Communicates upcoming evaluation due dates to the department.
- Reviews and makes routine minor updates to job descriptions for assigned departments and researches and recommends edits for approval.
- Receives recruitment-related requests from assigned departments (e.g., job postings, compensation, reclassifications, rescinds), researches as needed, and coordinates with HR team for processing.
- Reviews and refers job applications for routine recruitments and drafts for approval routine offer letters for assigned departments.
- Receives signed offer letters and reviews prospective candidates from assigned departments, and coordinates with HR team for processing.
- Conducts exit interviews for assigned departments.
- Develops policies, procedures, and processes related to the administration of personnel management, such as performance evaluations, corrective actions, and employee communications.
- Conducts training needs analysis, recommends, designs, coordinates, prepares presentations, facilitates, and evaluates employee and supervisory training programs, including preparing for internal and external presenters. Maintains records related to the delivery of employee, organizational, and supervisory development training programs.
- Serves as backup for Day 1 new hire processing and briefing.
- Assists in ensuring compliance with employment-related laws and guidelines.
- Coordinates citywide FMLA and leaves of absence programs, including receiving, reviewing, and tracking leave, as well as approving non-complex/routine FMLA cases.
- Coordinates citywide Return to Work programs and processes (e.g., modified duty assignments, necessary physicals).
- Receives and reviews city-wide ADA accommodation requests and collaborates with management for approval.
- Conducts investigations into significant employee misconduct, complaints of harassment, and other matters.
- Reviews and assists with responding to union employee grievances.
- Reviews and analyzes collective bargaining agreements to determine its interpretation and enforcement to employee relations situations.
- Leads strategic HR initiatives in partnership with the HR Director to maintain a positive workplace culture and increase employee engagement.
- Compiles data and prepares various reports, presentations, recommendations and other documents required by the department, city, or outside agencies.
- Assists with data collection for EEO reporting as assigned.
- Receives and responds to related employee and public inquiries, concerns, and complaints.
- Maintains and processes all Unemployment Notices of Entitlement and potential charges in a timely, efficient manner. Attends unemployment hearings when necessary.
- Analyzes existing programs, procedures and systems and evaluates alternative methods for providing Human Resources services. Assists in the administration of additional programs as required.
- Measures effectiveness in HR initiatives and proactively supports the department.
- Attends staff, committee, and professional meetings to exchange information.
- Attends technical or professional classes, workshops, or seminars; reads professional journals to keep abreast of legislation, trends, and practices in assigned areas.
- Works collaboratively in a team environment with a spirit of cooperation.
- Performs other duties as assigned.
- Bachelor’s degree in Human Resources Management, Public Administration, or a closely related field.
- Four (4) years current/recent (within the past 6 years) experience in human resources at the level outlined in the essential functions.
- Proficient computer skills in HR information systems, MS Word, Excel, PowerPoint and other presentation software.
- Excellent verbal and written communication skills, including public speaking to engage diverse audiences.
- Prefer experience in public sector and/or with Munis.
- Valid Florida Driver's License.
In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.Physical Demands
