  • The Deputy Assistant Secretary (DAS) for Finance and Budget (FAB) reports directly to the General Deputy Assistant Secretary (GDAS) for Housing and is responsible for overseeing the activities of the Office of Housing - FHA Comptroller, the Office of Budget and Field Resources, and the Office of Asset Sales. The incumbent is the Assistant Secretary's principal budgetary advisor and represents the Assistant Secretary on all policy and financial matters in these areas. MAJOR DUTIES AND RESPONSIBILITIES The DAS represents the Assistant Secretary for Housing - FHA Commissioner within and outside the department on all budgetary and financial matters. The DAS develops internal controls to mitigate waste, fraud, and abuse while ensuring the execution and integrity of all functions relating to budgetary and financial matters within the Office of Housing. The DAS maintains ongoing liaison with HUD's Office of the Chief Financial Officer, working to ensure that the Office of Housing conforms to statutory requirements, as well as Federal and/or departmental policies, relating to budget and financial matters. The DAS also maintains ongoing relationships with counterparts at the Office of Management and Budget (OMB) and Congressional staff. Responsible for the preparation of FHA's annual report and the Office of the FHA Comptroller also maintains FHA's core financial system - the FHA Subsidiary Ledger - and ensures compliance with appropriate accounting and audit requirements in the preparation of the FHA annual financial statement Provides policy and operational direction and ensures the execution and integrity of all functions relating to FHA accounting, reporting, and the general ledger for FHA Single Family, Multifamily and Healthcare programs Oversees the Office of Housing's compliance with OMB Circulars A-123, A-127 and A-130; facilitates coordination between this Office and other Housing program/support offices; coordinates responses and monitors the status of deficiencies and corrective actions resulting from General Accountability Office, Office of Inspector General and similar reviews Works closely with the Office of Evaluation (Office of Risk Management) to ensure that the annual audit and actuarial studies are completed accurately and timely, keep the Assistant Secretary - FHA Commissioner apprised of issues during the audit, as necessary, and ensure that appropriate briefings materials reflect audit findings. Manages and coordinates the development and preparation of Housing's annual budget and legislative submissions to the Secretary, OMB and Congress; prepares and briefs the Assistant Secretary, Deputy Assistant Secretaries and other HUD leadership on all budgetary/financial matters relating to Housing programs, prepares documentation for OMB and Congressional hearings and inquiries, including responses to follow-up questions, and tracks and analyses the impact of appropriations and other legislation on Housing programs and policies Oversee the portfolio sales of FHA Single Family, Multifamily, and Healthcare mortgage notes Provides analysis and results of the sales to determine the financial impact on the FHA insurance funds to both the Office of Housing and OMB and advises on potential policy changes
