- Develop instruments, request proposals, analyze responses and make or recommend acceptance by higher authority
- Approve all grants and agreements for the unit, as well as notification(s) of funding availability within the limits of delegated authority.
- Participate in review of the effect of changes in laws, regulations and policies.
- Provide interpretation of laws and regulations concerning use of Federal funds and qualifying program expenditures
