Division OverviewThe Human Resources Department provides an extensive range of professional, administrative, and advisory services designed to support the staff and operations of the LACDA. These services include talent acquisition, talent development and retention, classification and compensation, benefits administration, disability management, workplace policy development, regulatory compliance, and employee and labor relations.
Position Overview 
We are seeking a dedicated and detail-oriented professional with proven experience in administering leave of absence programs. Success in this role requires comprehensive knowledge and adherence to applicable federal, state, and local leave laws, including the Family and Medical Leave Act (FMLA), Californica Family Rights Act (CFRA), Americans with Disabilities Act (ADA), Pregnancy Disability Leave (PDL), Paid Sick Leave, as well as agency-specific policies. The ideal candidate will act as a resource for both employees and management, handle sensitive leave cases with discretion, offer expert technical advice, and ensure all documentation is thorough and accurate. This role demands exceptional communication and organizational skills, proficiency with Human Resource Information Systems (HRIS), and a strong commitment to delivering high-quality customer service.

  • Plans, oversees, and administers human resources-specific functions and programs. 
  • Performs complex analytical work related to one or more areas of human resources. 
  • Performs a variety of professional duties related to human resources functions, including recruitment and selection, leave of absence management, training and development, pension and benefits administration, human resources information systems, and employee and labor relations.  
  • Conducts complex recruitment and selection processes; works with hiring managers to develop selection criteria and materials; creates recruitment and selection plan; and reviews and evaluates application materials.
  • Conducts complex work in support of employee and labor relations; advises management regarding policy interpretation and application; confers with management to resolve employee relations issues; researches, analyses, and responds to grievances; investigates alleged violations of human resources and administrative policies; advises management regarding appropriate disciplinary actions. 
  • Conducts leave of absence consultations and administers the Authority’s Family Medical Leave, Pregnancy Disability Leave, Medical Leave, Personal Leave, Reasonable Accommodation Requests, Unemployment Insurance Program, and Employee Assistance Program. 
  • Remains up to date on employee work-statuses; reviews medical documentation following medical evaluations; monitors and arranges for timely return to work; coordinates the Americans with Disabilities Act (ADA) interactive process for reasonable accommodation requests.
  • Reviews forms, medical documents, and pension documents for accuracy; maintains active and retiree files, and makes necessary updates as reported; assists employees in resolving issues relating to their benefits and/or pension plans.
  • Oversees annual review process for all benefit plans and plan changes; meets with benefit consultants to discuss relevant federal and state legislation that may affect benefit plans; coordinates preparation and distribution of benefit brochures; administers open enrollment for active employees and retirees. 
  • Provides technical information relating to employee benefit plans for labor negotiations, as needed.
  • Consults with human resources staff to determine HRIS needs, analyzes HRIS performance metrics and resolves application issues; documents processes, identifies concerns, and compiles data analysis reports; performs audits; and optimizes HRIS processes.
  • Assesses Authority training needs; responds to inquiries of required trainings; researches courses offered by external organizations; makes facility and equipment arrangements; develops, coordinates, and conducts employee trainings.
  • Conducts research and formulates recommendations regarding changes in applicable local, state, and federal laws, rules, and regulations governing human resources management.
  • Conducts analyses involving compensation and classification, recruitment and selection strategies, or leave program administration; assists with responding to and resolving concerns.
  • Acts as a resource for employees regarding policy and procedures questions and assists in resolving human resources related problems; responds to human resources inquiries from the public.
  • Prepares scopes of work for various types of solicitations for professional services; reviews, examines, prepares, and processes related documents; and monitors services in relation to the agreements to ensure compliance with contract provisions.  
  • Participates in the development and implementation of human resources policies; consults with Authority staff and management; assesses impacts to Authority operations; leads training and development efforts as part of the implementation plan. 
  • Participates in the development and implementation of standard operating procedures and work standards to improve service delivery for assigned area of responsibility. 
  • Serves as a liaison to employees, the public, and other organizations; provides information and assistance; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions. 
  • Stays up to date on new trends and innovations in the field of human resources.
  • Attends division meetings and other sub-committee meetings as assigned; establishes and maintains contact and working relationships with all internal customers.
  • Ensures timely processing of invoice payments for assigned area.
  • Prepares reports, presentations, and documentation.
  • Maintains accurate and confidential records and files.

PHYSICAL DEMANDSMust possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Authority sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 15 pounds.
ENVIRONMENTAL CONDITIONSEmployees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.

Minimum Qualifications: 

Any combination of education and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. 


Education:
  • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in human resources, business or public administration, or other related field.  
Experience: 
  • Three (3) years of increasingly responsible professional experience in human resources, with an emphasis in leave of absence management. Positions in this class may be assigned to other areas of Human Resources, including recruitment and selection, benefits administration, leave of absence management, employee relations, training and development, or human resources information systems, and candidates must be well versed in any of these areas, as assignments may require expertise across multiple functions.

Licenses and Certifications:
  • Some positions may require possession of a valid California Driver’s License to be maintained throughout employment or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. 
  • Some positions may require possession of industry specific licenses and/or certifications, to be maintained throughout employment.

Desirable Qualifications:

  • Demonstrated experience administering leave of absence programs within a California public sector agency, including but not limited to Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Americans with Disabilities Act (ADA), Pregnancy Disability Leave (PDL), Paid Family Leave (PFL), and Paid Sick Leave.
  • Demonstrated experience interpreting, explaining, and applying public sector policies regarding both paid and unpaid leaves.
  • Demonstrated experience utilizing Human Resources Information systems (HRIS), leave management software, and Microsoft Office applications for leave administration and reporting.
  • Demonstrated experience managing multiple leave cases simultaneously.
  • Demonstrated expertise in conducting the Americans with Disabilities Act (ADA) interactive process, including engaging with employees, supervisors, and other stakeholders to identify reasonable accommodations, document discussions and outcomes, and ensure compliance with federal, state, and agency regulations.

Salary Compensation

Salary compensation is determined based on qualifications, which include experience, education, knowledge, skills, and abilities. Initial salary placement typically falls between the start and mid-point of the posted range. Promotional hires receive a standard promotional increase. New hires cannot start at the maximum of the posted range. Upon employment, regular full-time employees become eligible for annual merit-based salary increases contingent upon their performance ratings, provided there is room within the established salary range.

Conditions of Employment

Candidates selected from the process will receive an offer of employment contingent upon the successful completion of satisfactory reference checks, a post-offer medical examination, a criminal background check, and a driving record check. Background and driving record check information will be considered in determining the applicant's suitability for the position.
