This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Coordinates and integrates all relevant Directorate of Public Works (DPW) functions (e.g., planning, design, cost engineering, construction, real estate, environmental, contracting, etc.).
- Serve as an electrical engineering professional consultant in the field of energy management involving the use of automated techniques to monitor and control electrical, mechanical, and pneumatic equipment.
- Review all proposed construction and maintenance projects for Energy Savings Performance Contract (ESPC) and Utility Energy Savings Contract (UESC) application possibilities and programs ESPC/UESC expansion as appropriate.
- Conduct or direct fact finding surveys of high-energy use systems and equipment to compile data on efficiency levels.
- Make site visits to assist with problems encountered during construction.
- Analyze equipment and systems to coordinate and schedule operation to optimize efficiency.
