Job Purpose:

Responsibilities:

Under limited supervision of the Assistant Director of Human Resources, the Benefits Manager administers and coordinates employee benefits, retirement, leave and related areas to support a highly complex human resources program for a major state agency with approximately 1,200 employees, including permanent, temporary grant, time-limited and temporary-hourly positions. The role serves as the primary point-of- contact for employees regarding insurance, retirement, workers compensation, leave administration and wellness activities.

  • You will provide sound guidance to employees and retirees regarding state-sponsored benefits and retirement programs by explaining plans, enrollment procedures, eligible requirements, premium costs, and retirement options to ensure employees make informed decisions.
  • You will review the agency’s PEBA Accumulator report to identify and resolve discrepancies and coordinate arrears processing in collaboration with the Payroll Manager, SCEIS and HR Leadership.
  • You will assist management and employees with workers’ compensation claim-related processes and ensure appropriate documentation and reporting requirements are met to include OSHA compliance.
  • You will plan, coordinate and deliver various benefit-related presentations such as new employee orientation and open enrollment workshops to include developing communication and informational materials. 
  • You will organize various employee wellness events and opportunities.
  • You will coordinate the agency’s Leave administration programs to include Family Medical Leave Act (FMLA), Paid Parental Leave (PPL), military leave, LWOP and extended disability.
  • You will administer voluntary deduction programs and serve as the liaison with external organizations regarding program participation and employee requests.


 This position is located in the Office of Human Resources.

A bachelor's degree and relevant experience in insurance or retirement programs. A combination of relevant work experience and education may be considered.

  • Knowledge of the South Carolina state employee benefits and retirement programs.
  • Knowledge of Human Resources policies and procedures.
  • Experience administering State of South Carolina employee benefits programs, including insurance and retirement benefits.
  • Mathematical aptitude and ability to accurately calculate benefit premiums, retirement estimates, service credit calculations, payroll deductions, leave balances, and other employee benefit-related transactions.
  • Previous SCEIS knowledge.
  • Previous presentation experience a plus.
