If you’re an experienced construction project management professional who enjoys bringing complex projects from concept to completion, this could be the opportunity for you. 

As a one of WDFW’s primary electrical leads, you’ll lead projects that support the  construction and maintenance of fish and wildlife infrastructure and facilities across Washington. 

Your work will span a wide range of projects, primarily located at hatcheries, including but not limited to generators, marking trailers, programable logic controls (PLCs), pumps, mechanical systems, charging stations, and electrical safety improvements. These designs often involve multiple construction trades and stakeholders. 

You’ll guide projects through every phase, developing scopes, schedules, permits, estimates, budgets, designs, and specifications while keeping projects on track and within budget. You’ll also coordinate with architects, engineers, contractors, subcontractors, and internal partners to ensure project plans are successfully translated into high-quality completed work. 

Beyond managing projects, you’ll provide leadership, mentorship, and serve as a department resource for electrical work. Your expertise will help deliver the infrastructure needed to support WDFW’s mission to conserve and protect Washington’s fish, wildlife, and their habitats.

What to Expect:

Among the varied range of responsibilities held within this role, the Electrical Construction Project Lead will,

Project Management:

• Collaborate with stakeholders to define project objectives and scope.
• Prepare and manage project budgets, including forecasting costs and ensuring cost control throughout the project.
• Assemble technical team to identify the necessary project components, which may include purchasing, surveying, drafting, engineering, permitting, cultural, construction methods, and contracting.
• Solicit, hire, and manage any necessary external architecture or engineering support in accordance with agency processes and procedures, including leadership approvals.
• Develop the construction documents and coordinate the review process for construction approval.
• Ensure all necessary permits and approvals are obtained before project initiation and maintained throughout the project.
• Oversee public works and in-house projects to ensure that project scope aligns with expectations and that the projects adhere to the established schedule and budget.
• Direct and evaluate the work of public work contractors. 
• Provide consistent and substantive communication with all stakeholders throughout the duration of all assigned projects. 
• Develop and maintain detailed project schedules to ensure timely completion.
• Develop and manage contracts with contractors, subcontractors, and vendors in accordance with agency processes and procedures, including leadership approvals.

Electrical Expertise:

• Provide technical electrical expertise for the design, inspection, code compliance, cost estimation, and specification development for both Public Works and in-house electrical projects.
• Coordinate with utility districts, stakeholders, and other relevant parties regarding project activities.
• Deliver customer service by addressing questions and concerns related to building codes and electrical requirements.
• Manage assigned project scope, budget, and schedule to ensure objectives are met.
• Oversee work progress to maintain compliance with schedules, management expectations, and professional standards.
• Ensure project funds are used efficiently and align with the completed scope of work.
• Communicate and coordinate the implementation of all approved electrical revisions.
• Inspect the quality of materials and workmanship for approved electrical installations.
• Maintain detailed daily inspection logs, document required corrections and prepare reports as needed.

Electrical Field Work:

• Perform inspections and oversee implementation of electrical components for new construction, remodels, and special projects.
• Inspect and evaluate electrical wiring, fixtures, appliances, and apparatus within or connected to buildings  to determine compliance with applicable codes and ordinances; identify deficiencies and develop repair plans.
• Oversee or lead construction site operations, ensuring safety, compliance with codes, standards, and contract documents.
• Conduct regular site inspections to assess project progress, quality, and adherence to safety protocols.

Working Conditions:

Work Setting, including hazards:

• Combination of in-office and field work.
• Fieldwork involves work in outdoor conditions, including inclement weather and difficult terrain such as deep snow, slippery rocks, steep banks, and sticky mud. Walk over rough terrain, climb ladders, and work from elevated locations.
• Proper training, use of personal protective equipment, and adherence to established safety guidelines are essential to mitigate these risks.
• This position may involve working in or near water, including tasks that require navigating, negotiating, and performing duties related to water environments. 

Schedule:

Typically, Monday - Friday, 8:00 A.M. - 5:00 P.M., 40 hours per week.  May include occasional evening or weekend work as needed. Alternative schedules may be considered based on business needs.

Travel Requirements:

Travel is required throughout the state, involving travel to and from field sites. Travel typically does not exceed 5 days per week.

Tools and Equipment:

Computer hardware and software, video conferencing, testing equipment materials, motor vehicles, and meters.

Customer Interactions:

Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.

Qualifications:

Required Qualifications: 

Journeyman electrician certificate (EL01) issued by the Department of Labor and Industries.

AND 

Four (4) years of professional construction project management experience.

OR

Four (4) years of professional experience leading/managing industrial electrical crews.

Certifications/Licenses:

Valid driver’s license.

Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess one or more of the following:

Experience:

• Experience managing design and construction projects, including coordinating engineering and architectural work related to structures and systems.
• Experience ensuring timely project completion within budget and maintaining accurate project logs.
• Experience with cost estimating, construction processes, inspections, and overall project management.
• Hands-on construction experience gained through employment with a licensed contractor.

Knowledge:

• Knowledge of project management principles for design and construction, including engineering and architecture related to structures and systems.
• Knowledge of construction standards and practices, scheduling, building codes, cost estimating and control, environmental and construction permitting, public works policies, and capital project administrative procedures.
• Knowledge of structural, mechanical, electrical, and water systems, including considerations for safety, accessibility, efficiency, and occupant comfort.

Skills and Abilities:

• Ability to interpret plans, specifications, and instructions.
• Ability to collaborate effectively with supervisors, peers, team members, private-sector professionals, and state officials.
• Proficiency with Microsoft Office Suite, including Excel, Word, and Outlook, and Bluebeam Revu.

Certifications:

• General Administrators certification.
• Master Journey Electrician certification.
