If so, the Governor’s Office of Information Technology is looking for you to become our Senior Financial Analyst to manage Broadband Grants for the Colorado Broadband Office (CBO). In this role you will primarily be tasked with reviewing financial reports and the extensive back-up documentation submitted by the grantees and determining the accuracy and appropriateness of the reported expenditure. You will be responsible for reviewing requests for reimbursement for adherence with Federal and State statutes, regulations and policy. Additionally, you will analyze, compare, monitor, and report on the financial activities of subgrantees for federal and/or state funded grant programs that include, but may not be limited to federal formula grants, federal competitive grants, grants awarded from private entities or funded through the State’s legislative process.


Additionally, this position offers expert opinions on all fiscal matters, and formulates systems, processes, and guidelines that are mission critical and in support of the strategic plan.


Finally, this role will focus on the review of the financial reports and the extensive back-up documentation submitted by the grantees and determine the accuracy and appropriateness of the reported expenditures. The role will be responsible for reviewing requests for reimbursement for adherence with Federal and State statutes, regulations and policy. Additionally, they will analyze, compare, monitor, and report on the financial activities of subgrantees for federal and state funded grant programs that include, but may not be limited to federal formula grants, federal competitive grants, grants awarded from private entities or funded through the State’s legislative process.


Some of the day to day opportunities include:


Collecting and tracking all required performance and financial reporting for grant recipients, and maintaining spreadsheets and data related to grant performance and financial reporting.


Working with grantees to rectify problems with cash requests and explain to them why a cash request can or cannot be processed. 


Updating grant management and accounting databases using a variety of software applications to maintain day-to-day accounting activities of the grant programs and to ensure the timeliness and completeness of information for the annual federal and state reports. 


Ensuring submission of correct grantee information to federal agencies, and supporting CBO in developing forecasting and reconciliation activities related to state and federal grant programs and audits related to those programs.


Providing financial expertise and participating in grant application and award reviews in support of all CBO projects. 


Overseeing the competitive grant application process by reviewing applicants’ budgets for accuracy, allowable expenses and compliance with program guidelines prior to funding meetings. This includes tracking the federally required percentages by funding source and gathering the necessary data to report in the federal systems. 


Recommending any necessary corrections that need to be made to the application budgets.


Reviewing cash requests and budget modification requests including technical documentation, financial information, operating plans, and financial forecasting by comparing expenditures to disbursements and tracking spending patterns to determine if the requests are appropriate and within the accepted grant management procedures of the program. 


Providing information and recommendations to the program managers as to the approval, denial, or modification of financial requests from grantees based upon an extensive analysis of the cash requests and the financial rules for the grant program. 


Working with grantees to rectify problems with cash requests and explain to them why a cash request can or cannot be processed. 


Updating grant management and accounting databases using a variety of software applications to maintain day-to-day accounting activities of the grant programs and to ensure the timeliness and completeness of information for the annual federal and state reports. 




A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications:

A minimum of five (5) years of experience performing financial forecasting and budget analysis, and reporting to senior leadership on: forecast, strategic options, and variance analysis.


A minimum of two (2) years of experience coordinating the fiscal aspects of the grant process including budgeting, projections and reconciliation.


Experience with federal grants and contracts, which include a working knowledge of federal state and sponsor regulations, guidelines, and policies is required.


Advanced MS Excel or Google sheet skills are required, minimum ability to write macros, create pivot tables, and use formulae.



Substitutions:

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. 

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications. 

If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.


Preferred Qualifications:


Data visualization experience in Tableau, Microsoft Power BI, or Google Looker Studio.

Conditions of Employment:

OIT employees must comply with any screening procedures in place at state agency locations where they might perform work. 

A pre-employment background check will be conducted as part of the selection process. Post-employment background checks will be required for specific agencies as business needs dictate, which may include a polygraph exam, fingerprint-based criminal history search, reference checks, and a drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed. 

This position may require on-call duties as needed by the position. 




If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado. 


While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.  A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
