Staffing & Immigration Compliance

The Louisiana Department of Transportation and Development (DOTD) is seeking an experienced Human Resources Analyst/Specialist to join the Headquarters Staffing Unit within the Office of Management and Finance, Human Resources Section. This position supports statewide staffing operations by processing personnel actions, coordinating recruitment and selection activities, providing guidance to managers and HR staff, and administering DOTD’s Immigration Compliance Program.

The position works under the direction of the Human Resources Staffing Supervisor and exercises independent judgment when reviewing personnel transactions, applicant qualifications, work authorization documentation, and staffing-related compliance matters.

This role is ideal for an HR professional who is organized, analytical, customer-focused, and comfortable managing multiple deadlines while interpreting State Civil Service rules, DOTD policies, and federal employment eligibility requirements. Applicants with experience in staffing and recruitment, LaGov HCM or SAP, applicant qualification review, I-9 and E-Verify compliance, work authorization, off-boarding, or public-sector human resources are encouraged to apply.

  • Following Policies and Procedures: The ability to follow, reinforce, adapt, or develop policies and procedures to maintain compliance with federal and state legal requirements, State Civil Service rules, and organizational policies.
  • Making Accurate Judgments: The ability to form an opinion objectively and decisively based on relevant information and in accordance with established standards.

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.

The duties listed below reflect the full-performance responsibilities of the Human Resources Specialist level. Assigned duties and the level of responsibility may vary based on the level at which the position is filled.

Job Duties:

  • Processes and monitors personnel actions in LaGov HCM, including appointments, promotions, reallocations, transfers, separations, and other staffing transactions.
  • Reviews personnel transactions for compliance with State Civil Service rules, federal and state requirements, and DOTD policies and procedures.
  • Prepares new-hire documentation, assists with pre-employment activities, monitors drug-testing requirements, and identifies discrepancies requiring corrective action.
  • Serves as DOTD’s Immigration Compliance Specialist and provides guidance regarding employment eligibility, work authorization, and the employment of noncitizen workers.
  • Reviews Forms I-9 for accuracy and completeness, monitors work authorization expiration dates, maintains required documentation, and administers DOTD’s E-Verify access.
  • Reviews requests to advertise vacancies, coordinates job postings, evaluates applicant qualifications and preferred credentials, and prepares eligible applicant information for hiring managers.
  • Responds to questions from applicants, employees, supervisors, appointing authorities, and HR staff concerning staffing procedures, application requirements, personnel actions, and related HR matters.
  • Administers the statewide exit questionnaire process, analyzes separation data to identify trends and potential concerns, and prepares information for HR and executive leadership.
  • Monitors staffing reports, permanent-status and contract deadlines, detail and job appointment eligibility, and other time-sensitive HR requirements.


Position-Specific Details:

Appointment Type: This position may be filled by probational appointment, promotion, or detail to special duty in accordance with applicable State Civil Service rules.

Career Progression: This position is part of a career progression group and may be filled at the Human Resources Analyst A, Human Resources Analyst B, Human Resources Analyst C, or Human Resources Specialist level. The level at which the position is filled will be determined based on the qualifications of the selected candidate.

Compensation: The following Special Entrance Rates (SER) apply:

  • Human Resources Analyst A: $1,616.00 biweekly
  • Human Resources Analyst B: $1,728.80 biweekly
  • Human Resources Analyst C: $1,944.80 biweekly
  • Human Resources Specialist: $2,080.80 biweekly

Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any additional compensation is subject to approval, verification, and applicable pay limitations.
