This role serves as the Tuition Waiver Education Benefits Coordinator for SCDVA, providing telephonic customer service to the general public, Veterans, widows, and their families concerning Veteran related education issues. Assists the Deputy Director of Veteran Services and Tuition Waiver Program Manager as needed. Ensures each state supported college, university, and technical college complies with the SC Tuition Assistance for Certain War Veterans Children laws. Oversees the quarterly, semi-annual, and annual summary, and statutory accountability reporting requirements. Utilizes work-flow processing and computer skills to include the Microsoft Suite Applications (Word, Excel, Access, and Outlook) daily.

 

Responsibilities of the Administrative Coordinator I: 

  • Serves as the coordinator for the SC Tuition Assistance for Certain War Veterans Children program; Free Tuitions (FT). Review/pre-screen incoming FT applications and transfer requests to determine eligibility IAW South Carolina Code of Laws, Section 59-111-20. Responsible for inputting and tracking all applications and data received pertaining to the tuition assistance program. Prepares denial/approval letters for signature and ensures notifications are distributed in a timely manner to the appropriate POC at each state supported college and applicant. Collects data from all state supported schools to prepare and submit monthly summary reports for SCDVA leadership. Assists in the completion of the annual report. Periodically provides input to update the FT application as applicable.
  • Serves as an Administrative Coordinator for SCDVA providing customer service to the general public, Veterans, service members, and their families in person, telephonically, or through email. Coordinates mail pick-up and delivery with the Dept of Admin's Mail Division; and distributes mail to appropriate staff. 
  • Maintain and sustain PIV card and access to VA systems i.e. VBMS, SHARES, and other required systems. Responsible for verifying military service records, discharge characterization, and separation codes. Review DD214s and related discharge documentation through DPRIS as needed to ensure applicants meet statutory eligibility requirements. Knowledgeable and familiar with DD214 formats, discharge codes, and military personnel record systems. Display strong attention to detail, excellent communication skills, and a high level of professionalism when working with sensitive Veteran records. Ensure all military records handling follow appropriate confidentiality and data security protocols. 
  • Knowledgeable of federal education benefits available to Veterans and Veteran beneficiaries based on Veteran's periods of service, characterization of service upon discharge. A clear understanding of how to access Veterans benefits and properly coordinating with the appropriate federal beneficiary processing agency, when and if needed. 
  • Understand the integrated partnerships between state and federal systems pertaining to education opportunities for Veterans and their beneficiaries. Integrating the South Carolina Army and Air National Guard entities routinely to ensure education opportunities made aware and available, as appropriate. 
  • Other duties as assigned.

Minimum Requirements:

  • A high school diploma and five (5) years of work experience in business management or administrative services; or an associate degree in a related field and three (3) years of administrative experience; or a bachelor's degree and two (2) years of administrative experience. 
  • Must have a valid Driver's License along with a clean driving record. 
  • Must be proficient with Microsoft Office. 
  • Must have excellent customer service skills.
