This position manages the College’s employment and staffing functions, including recruitment, selection, and hiring support. This role develops and implements effective recruitment strategies, collaborates with hiring managers to address staffing needs, and ensures compliance with College policies, procedures, and applicable laws and regulations. The position also manages Human Resources training and professional development initiatives, with an emphasis on supervisory and management development.
Key Responsibilities:
Recruitment and Selection:
Plan, implement, and manage comprehensive recruitment and selection strategies to attract highly qualified and diverse candidates, including creative sourcing approaches for hard-to-fill positions. Coordinate recruitment advertising, communications, social media, e-recruiting, applicant tracking, and selection activities while serving as a professional liaison to applicants and representing the College at career events. Support hiring managers through applicant screening, candidate referrals, selection guidance, and training on recruitment procedures. Monitor workforce and recruitment trends, regulatory requirements, and best practices to identify staffing needs and recommend innovative strategies and process improvements.
Training and Professional Development:
Plan, implement, and manage College-wide HR training and professional development initiatives by assessing training needs, coordinating and facilitating programs, and managing logistics, materials, technology, and external providers. Evaluate training effectiveness and maintain appropriate records and reports while identifying opportunities to enhance employee engagement, learning, and retention. Research and implement innovative approaches to educating employees on HR policies, practices, and workplace topics.
Classification & Compensation:
Support the Employment Team with classification and compensation activities by advising hiring managers on appropriate processes and documentation for vacancies and related employment actions. Assist with processing classification and compensation actions as needed and maintain accurate, up-to-date records of vacant and filled positions.
Records Management and Retention:
Maintain accurate and compliant recruitment and selection records for full-time, temporary, and adjunct positions in accordance with College policies and applicable laws. Review documentation for completeness and accuracy, follow up on deficiencies as needed, and ensure all required records are properly maintained and retained.
Credentialing:
Serve as a backup to the HR Generalist in obtaining and maintaining credentials for full-time, temporary, and adjunct employees. Ensure required official credentials are submitted and maintained in a timely manner, including faculty and adjunct faculty credentials in Campus Labs. Collaborate with Assessment, Research & Planning to verify faculty credential compliance each semester and address any deficiencies as needed.
System Administration and Reporting:
Administer user access and provide guidance and training for the NEOGOV applicant tracking system while ensuring the accuracy and integrity of employment-related data in NEOGOV, Colleague/Datatel, and other applicable systems. Support institutional, SBTCE, EEO, and other required reporting, and prepare employment-related and ad hoc reports as needed.


 This position will be located on the Midlands Technical College Airport Campus.


A bachelor's degree and experience in human resources management programs, or an equivalent combination of education and experience. 
Proficient in Microsoft Word, Excel, PowerPoint and electronic recruitment systems (preferably NEOGOV). The ability to exercise proper judgment and discretion in interpreting and applying policies and procedures. Strong verbal and written communication skills. Adherence to strict confidentiality requirements. The ability to interact with a diverse group of individuals.
