This recruitment will result in an eligibility list, which will be used to fill future full- and/or part-time vacancies within this classification for the duration of the eligibility list. - The Eligibility List will consist of both internal and external applicants who best meet the qualifications and successfully complete any required selection processes.

- Administers recruitments including job postings, application screening, testing coordination, interview scheduling, panel facilitation, and eligibility list maintenance; provides recruitment guidance, correspondence, and communication to applicants and City Agencies and Departments.
- Coordinates and conducts new employee orientation sessions.
- Generates and processes personnel actions related to new hires, promotions, probation periods, merit increases, additional pays, disciplinary actions, separations, and other personnel actions.
- Audits and reconciles various third-party administrator's data with the City's internal payroll and Human Resources / Risk Management records.
- Enters, reviews and approves information in various human resources information systems and databases.
- Processes completed employee performance reviews.
- Responds to and prepares classification and compensation surveys.
- Assists in the research, data compilation, and preparation of various reports and spreadsheets.
- Prepares correspondence and responds to applicants, employees, Agency and Department Heads, retirees, and representatives from outside agencies regarding various human resources and risk management matters, in person, via email, and over the telephone.
- Responds to inquiries and requests for additional information from employees, third-party administrators, attorneys, and insurance carriers and adjusters.
- Maintains department records, files, reports, and databases.
- Job responsibilities may require travel.
- Performs other related duties as assigned.
When assigned to Benefits:
- Assists in the administration of the City's employee benefits program, including medical, dental, life, vision, flexible spending accounts, deferred compensation, and disability insurance plans; answers inquiries related to various City benefits.
- Processes benefit enrollments for new and promoted employees; reviews, verifies, prepares, processes, and ensures timely submission of benefit enrollment.
- Assists in coordinating the annual open enrollment process.
- Assists in the City's health, wellness, and employee sustainability program and other special projects and training as assigned.
- Coordinates set-up for Citywide training sessions, wellness and other special events.
- Monitors and processes employee leaves of absence in compliance with applicable federal and state laws including Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA) and Pregnancy Disability Leave (PDL).
- Assists with monitoring medical treatment progress; verifies return to work or modified duty status with employee, supervisors, and medical providers.
- Coordinates temporary light duty assignments by verifying work restrictions and release dates with physicians, employee, and department.
- Assists in managing Affordable Care Act (ACA) and California Public Employees’ Retirement System (CalPERS) compliance including retired annuitants.
- Assists with reviewing and processing benefit billing.
When assigned to Classification and Compensation:
- Assists with preparing and updating classification specifications using established formats and templates, and incorporates revisions as directed.
- Assists with classification specification review and routing processes; maintains tracking information, monitors deadlines, and follows up on outstanding items.
- Updates and maintains classification information, records, files, and applicable HR systems, including approved classification specifications and related changes.
- Assists with classification studies by distributing and tracking Position Description Questionnaires (PDQs), reviewing submissions for completeness, obtaining supporting documentation, scheduling meetings, and maintaining study files.
- Gathers and organizes information for classification reviews, including classification specifications, job bulletins, organizational charts, and other related records.
- Assists with salary and compensation surveys by gathering salary schedules, Memoranda of Understanding (MOUs), classification specifications, benefit information, and other compensation data from comparator agencies.
- Compiles and enters salary survey information into established spreadsheets and templates; reviews information and source documents for completeness and accuracy.
- Assists with audits of classification and compensation records and identifies discrepancies between HR systems, salary schedules, classification specifications, and other records.
- Prepares routine reports, spreadsheets, correspondence, and other materials related to classification and compensation.
- Responds to routine requests for classification and salary information and maintains comparator agency contact information and reference materials.
- Provides technical and administrative support for classification and compensation projects and related activities as assigned.
When assigned to Risk Management:
- Acts as liaison to third-party administrators processing employee workers' compensation, and liability claims.
- Reviews and analyzes workers' compensation, and general liability claims consistent with state law and City procedures.
- Reviews employee accident reports for completion; establishes/confirms facts and other information related to the employee injury.
- Monitors and tracks medical treatment progress; verifies return to work or modified duty status with employee, supervisors, and medical providers.
- Coordinates temporary light duty assignments by verifying work restrictions and release dates with physicians, employee, and department.
- Enters claims data into database and assembles informational packet for submission to the third-party administrators.
- Conducts comprehensive investigations and gathers facts regarding property damage claims; reviews photographs of damaged City property.
- Compiles, tracks, monitors and audits a variety of risk management related data, including and not limited to liability claims, property damage, certificate of insurance, licensing requirements, and driver safety compliance.
- Initiates billing requests or invoices to recover funds for damage to City property and or retains funds for the City’s subrogation program.
- Assists in responding to court orders, subpoenas, and public records act requests including preparing files for records destruction.
- Prepares correspondence and responds to employees and other claimants in person and over the telephone regarding claim status and related inquiries.
- Schedules work-related pre-employment medical exams, drug testing, with the City's occupational medical clinic and other related physicals involving Department of Transportation (DOT)/ Clearinghouse (FMCSA).
- Assists in responding to court orders, subpoenas, and public records act requests including preparing files for records destruction.
- Performs other related duties assigned.
Education
Associate's degree from an accredited college or university with major coursework in business administration, public administration, human resources, risk management, or a closely related field.

Experience
Three (3) years of administrative or technical support experience in human resources, employee benefits and/or leave administration, workers’ compensation, claims processing, or a closely related field.
Licenses
Valid Class C California driver’s license at time of appointment and an acceptable driving record at the time of appointment and throughout employment.
Desirable
- Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, human resources, risk management, or a closely related field.
- Experience with a local, county, or other government agency.
When assigned to Benefits:
- Experience assisting with and/or administering health, wellness, and employee sustainability programs.
- Experience with CalPERS and processing employee benefit enrollments.
When assigned to Classification and Compensation:
- Experience supporting classification and compensation activities in a public-sector human resources environment.
When assigned to the Service Team:
- Experience assisting with new hire/onboarding programs.
When assigned to Risk Management:
- Experience assisting with and/or administering claims processing, reviewing contracts for insurance requirements, and safety knowledge.
