Ensures compliance across key public health programs that support individuals living with HIV and other infectious conditions. This role manages 340B program operations for the Kirkland Specialty Care Clinic, assists with HIV cluster detection and response efforts, and contributes to the Data to Care process to help re-engage individuals who have fallen out of care. The position also supports the Client/Community [re] Engagement, Retention & Return (CR3) initiative and collaborates closely with internal teams, healthcare providers, and community partners to strengthen program integrity, enhance health outcomes, and coordinate effective public health responses.
A. 340B Contracts Monitor
Location: South Carolina Department of Corrections (Kirkland Facility)
Schedule: On-site, Tuesday–Thursday, starting at 7:30 am


1. Daily Administrative Operations:
• Perform in-person patient enrollments for the 340B program.
• Review and enter telehealth patient enrollments for the 340B program. 
• Enter client-level data into the CARES system.
• File retention charts and update daily provider hour logs.

2. Monthly Compliance and Documentation:
• Conduct monthly Kirkland Pharmacy audits and medical chart reviews.
• Complete six-year retention pulls and print HIV/Hepatitis B chart labels.
• Generate new monthly Active, Retention, and Provider Daily Hour Logs.
• Verify current covered entity information in the 340B database.
• Submit Provider Daily Hour Logs to the supervisor for review and processing. 

3. Quarterly Oversight:
• Ensure pharmacy self-audits are conducted and submitted to the Supervisor and the Department of Public Health Pharmacy Director.
4. Annual Review and Record Management:
• Confirm 340B Providers and Pharmacy staff have completed the required 340B and confidentiality training.
• Maintain the Pharmacy and Specialty Care Clinic notebook and complete the 340B Clinic Compliance Assessment.
• Prepare six-year retention charts for transfer to the State Records Center (SRC).
• Create new annual logs for active patients, retention tracking, and provider documentation for the upcoming year.

B. Data to Care Program and Community Health Worker ProgramLocation: Otarre Parkway 
Schedule: On-site, Monday and Friday, when the Kirkland Clinic is closed, or after daily clinic duties are completed,
and possible Saturdays.

 
1. Assist with investigations of pediatric HIV-related cases.
2. Document case investigation outcomes using TRICE and SCION data systems.
3. Support Community Health Workers in preparing for outreach events, including:
• Assembling and distributing outreach care packages and supplies to team members.
• Attending outreach events as needed.

C. Support Ryan White and Private providers in identifying and re-engaging clients who are not currently in care back into HIV medical care through the Ending the HIV Epidemic process. Responsibilities include being a part of the CR3 initiative, accessing secure DPH databases to identify and investigate cases, facilitating linkage to care for patients determined to be out of care, and providing providers with access to the DPH secure portal for out-of-care uploads. This duty works closely with Ryan White Part B internal staff.

D. Other Duties as AssignedState Minimum Requirements: A high school diploma and relevant program experience.
Agency Additional Requirements: A bachelor's degree may be substituted for the required program experience.
Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.
