The Executive Director of Human Resources/Title IX Coordinator provides leadership and support for the Human Resources Department, oversees coordination of its functions, and is responsible for its overall operations. The Executive Director of Human Resources/Title IX Coordinator works collaboratively with members of the college community to support a positive work environment, college effectiveness, and support for student success.
  • Provide leadership, oversight, and accountability for the performance and day-to-day operations of HR staff
    • Provide effective leadership, guidance, and consultation to staff on a broad range of human resources matters while staying informed of emerging initiatives, trends, and developments that may impact HR functions and operations
    • Serve as the talent acquisitionist to identify and recruit skilled workers to meet the organization's needs
    • Oversee and ensure the effective administration of the performance evaluation process for faculty and staff
    • Manage and monitor the department’s annual budget
    • Interpret, monitor, and assure compliance with various federal and state laws, rules and regulations related to Human Resources functions; develop policies and procedures related to compliance
    • Oversee the preparation and monitoring of employment contracts to ensure accuracy, compliance, and timely completion
    • Serve as the college’s representative in workers’ compensation and unemployment claims appeal hearings; ensuring that all applicable policies, procedures, and documentation are appropriately presented
    • Organize and coordinate open enrollment for state and independent vendor benefits
    • Meet with benefits representatives to ensure the best options for employees
    • Answer questions and assist employees with benefit related issues
    • Communicate changes and updates related to retirement, health insurance, and other benefits to employees
    • Maintain manual and electronic documents, files, and records for the purpose of providing accurate information in compliance with regulatory requirements and established guidelines  
    • Oversee the development, implementation, and administration of the College’s new employee orientation
    • Ensure timely, accurate, and compliant submission of required reports to the NC Community College System Office and other regulatory agencies, including IPEDS, Staff Information, Voluntary Shared Leave, and OSHA 
    • Supervise the recruitment, screening, and hiring process for all personnel, provide interview committee training, and serve in an advisory capacity in the selection of all faculty, support staff, and administrative positions
    • Provide campus-wide leadership and expertise related to Title IX and other identified compliance areas to include required training and policy updates
    • Investigate grievances and/or complaints from employees for the purpose of reaching resolutions that provide a healthy work environment
    • Provide oversight and maintain accountability for the review, maintenance, and timely updating of the College’s Personnel Policies Manual and Institutional Operations Manual to ensure compliance with applicable laws, regulations, and College policies
    • Provide oversight and maintain accountability for the accuracy, integrity, and timely maintenance of employee personnel information within the College’s HRIS (Colleague)
    • Serve on various College committees as assigned
Required Qualifications
 •    Bachelor's degree in Business, Human Resource Management, or related field
  • At least 3 years of management-level work experience in human resources 
  • Proficient knowledge and work experience in various human resources areas such as salary administration, benefits administration, workers' compensation, and state unemployment regulations 
  • Working knowledge of Microsoft Office programs 
  • Excellent typing, public relations, communications, and problem-solving skills 
  • Strong organizational skills with attention to detail 
  • Demonstrated knowledge of federal and state legislation and regulations governing human resource functions, including but not limited to the Fair Labor Standards Act, the Americans with Disabilities Act. EEO, Workers' Compensation, COBRA, and the Family Medical Leave Act

Preferred Qualifications

  • Master's degree in Business, Human Resource Management, or related field
  • Previous experience in community college, higher education, or related academic administration
  • Working knowledge of the Datatel Colleague system preferred
