Performs responsible duties in assessing and counseling program clients concerning their nutritional needs. Coordinates and conducts nutritional educational programs for staff and the community. Ensures that Women, Infants, and Children (WIC) program standards are maintained and performs a range of complex tasks. Work is performed under the supervision of the Family Services Programs Manager who reviews work primarily for compliance with applicable laws, rules and regulations, and for results attained.(Illustrative Only. These duties represent the essential functions needed of persons in this classification.)
1. Assists in planning, developing, implementing, and evaluating a nutrition program; provides quality control.
2. Determines client eligibility through assessment of medical and nutritional risk, utilizing program criteria.
3. Reviews and approves locally developed group sessions, on-line, or self-paced lessons.
4. Coordinates and integrates nutrition programs with other Public Health programs. Consults with other programs regarding adequate nutrition and food service
5. Reviews medical documentation, treatment plans, and diagnosis determinations with other health care providers.
6. Performs nutritional assessments of diets for pregnant and lactating women, infants and children, facilitating nutrition and breastfeeding group sessions for participants.
7. Provides nutrition assessment, counseling, intervention, and eligibility certification for high-risk WIC participants including the development of an individual care plan; applies evidence-based practices and assists in setting goals and actions to improve identified medical and nutritional risks.
8. Provides direct dietary counseling to individuals and families with special dietary needs.
9. Provides advice and assistance to community agencies and other organizations in the development, maintenance, and improvement of their nutrition programs.
10. Acts as a liaison with community nutrition and food resources.
11. Ensures that the activities developed and monitored by the program are in compliance with Federal, State, and local laws and regulations pertaining to nutrition.
12. Serves as a nutrition resource and consultant to the Public Health Department personnel and to the local community; writes and reviews group nutrition education plans for the department and the public; provides WIC training in compliance with state policy.
13. Develops, prepares, and maintains records and reports as required; consults with other staff and medical professionals.
14. Writes local policies, collects data, completes required reports, assists in the development and implementation of the Annual Nutrition Services Plan, and provide outreach.
15. Assures prompt, courteous, and adequate service for program applicants and participants while collaborating with community partners.
16. Conducts preliminary screening of patients: including obtaining height, weight, and hematocrit/hemoglobin.
17. Attends WIC and Public Health outreach activities as assigned.
18. Functions as the State WIC Program Training Supervisor.
19. Oversees and documents training and staff development within the Public Health WIC program in coordination with the WIC Coordinator, including completion of the appropriate Oregon WIC training modules, online courses, and quarterly in-services by WIC staff in accordance with policies and procedures.
20. Works with the state WIC program to implement training initiatives. Assesses, plans, implements, and evaluates strategies to meet training and staff development needs within the WIC program.
21. Other duties as assigned.

SUPERVISORY RESPONSIBILITIES
Incumbents are responsible for overseeing the training of Public Health WIC Program staff and providing technical dietitian instructions to the Public Health WIC Program staff.QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge, skill, and/or ability required. Knowledge of County organization, operation, policies, and procedures; ability to facilitate both one on one virtual appointments and virtual group sessions; ability to analyze and evaluate patients’ needs utilizing motivational interviewing techniques; Understanding of Community Resources & Programs in Josephine County; ability to respect the privacy, dignity, and confidentiality of participants and families; establish and maintain effective relationships with participants, coworkers, and the general public; and communicate clearly and concisely, both orally and in writing. Strong organizational, record keeping, and computer skills preferred. Must be professional and personable and have experience working with people from diverse backgrounds.

EDUCATION AND EXPERIENCE
A WIC nutritionist is a nutrition professional who meets one or more of the following qualifications and maintains 75 hours of continuing education in a 5-year period:
1. A master’s degree in nutrition or;
2. A registered dietitian nutritionist (RDN) registered with the Commission on Dietetic Registration (CDR) or;
3. Eligible for registration with CDR.

OTHER SKILLS AND ABILITIES
Interviewing and counseling techniques; the operation of standard office equipment.

CERTIFICATES, LICENSES, REGISTRATIONS
Possession of or ability to obtain a valid Oregon Driver's license; safe driving record.BACKGROUND INVESTIGATION
