Marion County is currently recruiting for a HRIS Analyst Senior to join our HR Team! If you have experience with Oracle, HR system conversions, report writing, data and people analytics, this position is for you! GENERAL STATEMENT OF DUTIES
Perform various technical and administrative assignments of a complex nature in support of the Human Resources Department. Coordinate and maintain all employee data and records related to the Human Resources Information System (HRIS), Laserfiche, and associated applications. Provide complex administrative and analytical support. Collect and analyze data to identify patterns and trends, remove bias and inform decision-making. Prepare recurring and specialized reports. Make process improvement recommendations.
SUPERVISION RECEIVED
Works under the general supervision of the Human Resources Manager or designee, who provides advice and assistance as needed, review of work may be frequent but not usually detailed; supervisory emphasis is on the quality of completed assignments. The employee exercises independence and professional judgment related to established policies, procedures, and guidelines.
SUPERVISION EXERCISED
Primary supervision of employees is not a responsibility of this classification; however, positions may act as lead workers, as defined in the Marion County Personnel Rules.
Duties may include any of the duties listed for the Human Resources Specialist or Human Resources Specialist Senior.
- Serve as the superuser for the human resources information system (HRIS); full working knowledge of the HRIS system. Primary HR contact on the HRIS/Oracle team; performs as a lead on the HRIS team.
- Serve as a consultant and expert for the organization regarding HR reporting, analytics, and technical aspects of HR systems.
- Enter and maintain employee data systems, including Oracle, Laserfiche, and other HR process tracking tools; audit Personnel Actions (PA) for accuracy and to ensure they align with Personnel Rules, union contract language, and county policies and practices.
- Participate in the specification, review, testing, and implementation of HRIS upgrades and reimplementation; recommend technical solutions from the business user perspective; develop and maintain training material for end business users for Human Resource processes.
- Act as a primary resource for department representatives and managers on Marion County Personnel Rules, union contracts, and county policies and practices.
- The incumbent must work closely with Finance, Benefits, Risk, and department representatives regarding the HRIS workflows and testing.
- Build complex HR reports utilizing various tools and resources, requiring advanced skills using programs such as Excel and Power Query.
- Create, update, and maintain instructional documents and infographics communicating HR processes and procedures on the county intranet; disseminate information to department representatives.
- Perform research analysis; evaluate data and reach logical conclusions; write reports and recommendations; compose correspondence and present information to groups utilizing various computer programs.
- Facilitate department representative training as needed.
- Write instructional documents for department representatives as needed.
- Coordinate and communicate with information technology staff to identify and resolve issues within the HR system.
- Collaborate with the HR team regarding HR processes and practices.
- Perform other duties as assigned.
EXPERIENCE AND TRAINING
- Bachelor's degree with significant coursework in human resources, business administration, or related field; AND
- Five years of responsible experience working with human resource information systems and complex databases in a networked environment, including one year in a lead work capacity; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
PREFERRED EXPERIENCE
- HR Systems conversions and implementations.
- Prior HRIS public sector experience.
- Experience with HR report writing utilizing power query and power Bi tools.
- Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. - The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
- Marion County is a qualifying employer for the Public Service Loan Forgiveness Program.
- 24-Hour Response. Must be available to perform response duties during an emergency. This classification is essential; a department may designate positions to work during emergencies or business closures to meet operational requirements, ensure health and safety, and protect people and property.
- This assignment is not represented by a union.
- This is a full-time exempt position, which is NOT eligible for overtime.
- Typical Work Schedule: Monday through Friday, days, with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of current human resource systems technology; working knowledge of public administration concepts and theories; human resources principles and practices; research and statistical methods; statistical analysis and theory; project management methods; report writing techniques; technical knowledge of mathematical and statistical skills for data analysis.
Skills to achieve excellent organizational, written, and verbal communication; customer service skills to interact effectively with all personnel within Marion County.
Ability to understand end-user needs, understand, and apply the intent of HR policies, procedures, and practices when developing system solutions, and present concepts logically for reports and recommendations.
