This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as accounting technical expert for the Walla Walla District Revolving Fund or Civil Works activity. Advises on specialized Revolving Fund activities such as facility account management, distribution of costs to civil funded projects, labor and payroll accounts.

• Provides program and district managers with accurate and timely financial information and advice.
• Evaluates account balances, trends, and conditions thereof to provide guidance to operating officials.
• Provides accounting data and support to budget and program managers for preparation of budgetary and program data.
• Interprets accounting regulations and gives financial advice and recommendations based on law, regulations, and professional knowledge of accounting practices.
• Solves difficult financial management problems in the organization's programs.
