Public Health Nurse Supervisor

Future Salary Increases:
June 2027 – 6.67% increase to base pay (3.0% Across-the- Board + 3.67% Market Adjustment)There is an additional classification premium of 4%.
As a Public Health Nurse Supervisor, you will be responsible for providing first-line supervision and implementing nursing programs to Public Health Nurses and other support staff. Duties include planning, directing, coordinating, scheduling, training, and evaluating the work of public health nurses, staff nurses, office assistants, and others engaged in a variety of nursing and health care programs; coordinating nursing and/or disaster preparedness programs with other social, medical, and health service agencies, educational agencies, and the community; and representing HHSA on committees as necessary.
The current vacancies are in Public Health Services, California Children’s Services (CCS) and Tuberculosis Prevention and Care Branch (TBPCB); however, the list established from this recruitment may be used to fill future vacancies in other departments.
California Children’s Services (CCS)
California Children’s Services (CCS) is a statewide case management program for certain diseases or health problems that are chronic, disabling, or life threatening. CCS provides authorizations for diagnostic and treatment services, equipment, medical case management, and physical and occupational therapy services to children under 21 with medical conditions such as Diabetes, Cystic Fibrosis, Spina Bifida, Hemophilia, Sickle Cell Disease, or Cerebral Palsy.
Working under the direction of the CCS Public Health Nurse Manager and the CCS Medical Director, the CCS Public Health Nurse Supervisor will provide first-line supervision to Senior Public Health Nurses and additional support staff. This role is responsible for carrying out county and state policies and procedures in alignment with Public Health Services (PHS) and the Integrated Systems of Care Division (ISCD).
The ideal Public Health Nurse Supervisor candidate is well-versed in public health principles, skilled in applying nursing knowledge to promote health, and experienced in preventing communicable diseases and disability. They bring strong pediatric nursing and/or case management experience, along with a solid understanding of community resources and how to effectively develop and utilize them. The candidate demonstrates cultural competence, stays current with emerging technologies and nursing trends, and exhibits strong leadership, communication, and customer service skills.
Tuberculosis Prevention and Care Branch (TBPCB)
The Tuberculosis Prevention and Care Branch (TBPCB) is the County of San Diego’s public health program dedicated to detecting, mitigating, and preventing the spread of tuberculosis in the community. The program provides comprehensive services including tuberculosis treatment, medical case management, education, public-private partnership development, community outreach, and surveillance coordination, all in alignment with State of California Health and Safety Code requirements. TBPCB supports individuals with latent or active tuberculosis by offering clinical guidance, monitoring, and linkage to essential resources, with the ultimate mission of eliminating TB in San Diego County.
Working under the direction of the TBPCB Public Health Nurse Manager and in alignment with Public Health Services (PHS), the TBPCB Public Health Nurse Supervisor provides first-line supervision to field Public Health Nurses, Senior Public Health Nurses, Social Service Aides, and additional support staff. This role leads a multidisciplinary team responsible for delivering case management and supportive services to individuals receiving tuberculosis care. The Supervisor oversees and monitors field casework; develops, updates, and implements policies and procedures; and co-leads case management team meetings. They serve as a clinical resource to staff on TB treatment and case management, provide education and training to new team members, and may utilize technical nursing skills in clinic or field settings. The ideal candidate demonstrates strong leadership, excellent organization and interpersonal skills, sound judgment, and critical thinking. They excel in coordinating work across diverse multidisciplinary teams, guiding quality improvement efforts, addressing operational needs, and supporting high-quality, patient-centered TB care.

Hiring Process and Timeline
- Job Offer and Background Process begins: Shortly after the interviews. Note: Current County employees may be excluded from additional background screening.
- Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
- Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.
Minimum Qualifications
- Valid California Registered Nurse License is required at time of appointment; AND,
- Valid Public Health Nurse Certificate from the California State Registered Nursing is required at time of appointment; AND,
- A Bachelor of Science degree in nursing from an accredited U.S. college or university, or a certified foreign studies equivalency, AND,
- Four (4) years of experience as a Registered Nurse with at least three (3) years under the direct supervision of an official public health agency with a generalized public health nursing program; OR,
- Four (4) years of experience as a Registered Nurse in a hospital or clinic or public health nurse field; OR,
- A Master of Science degree in nursing from an accredited U.S. college or university, or a certified foreign studies equivalency, AND,
- Three (3) years of experience as a Registered Nurse with at least two (2) years under the direct supervision of an official public health agency with a generalized public health nursing program; OR,
- Three (3) years of experience as a Registered Nurse working in a hospital or clinic, or public health nurse field.
- A valid Public Health Nurse Certificate from a State Public Health Nursing or other regulatory agency is required at time of appointment.
- A valid National Provider Identification Number (NPI) and CPR card is required at time of appointment.
- A valid CPR card is required at the time of appointment.
Public Health Nurse Certification
Please be advised that candidates must possess a current California Public Health Nurse (PHN) Certificate in order to be hired for this position. Candidates who do not possess a PHN Certificate at time of application should begin the process of obtaining a PHN Certificate immediately in order to avoid any delays in the hiring process.
