As a Principal HR Business Partner, you will act as a strategic, trusted advisor to executive leadership, translating complex business objectives into high-impact talent strategies and optimized organizational design. Essential Functions:
Executive Coaching: Act as a thought partner and coach to senior leaders, advising them on complex organizational dynamics, performance optimization, and navigating business transformation.
Performance Enablement & Accountability: Collaborate with and advise managers on the performance enablement process, management and coaching tactics, and learning & development initiatives to build a high-automony, high accountability culture that delivers meaningful outcomes.
Employee Relations & Investigations: Act as an employee relations expert for both leaders and individual contributors; conduct investigations, ensuring compliance with legal and regulatory requirements.
Conflict Resolution: Foster positive employee relationships by mediating complex workplace disputes and guiding leaders on proactive conflict management strategies.
Strategic Advisory: Provide expert guidance to executive leadership on organizational structure, change management, and strategic workforce planning.
Policy & Compliance: Interpret and apply HR policies, ensuring adherence to legal and regulatory standards.
Project & Change Leadership: Lead cross-functional project teams to ensure the successful, timely implementation of enterprise-wide HR initiatives and communications.
Equity, Inclusion & Accessibility: Champion diversity, equity, and inclusion initiatives—including the application of digital accessibility standards (e.g., WCAG 2.1)—to foster a welcoming and accessible workplace.
Product Model Support: Provide HR guidance to cross-functional pod teams, facilitating the transition to outcome-based delivery and fostering a culture of accountability.
Workforce & Career Architecture: Partner with organizational leaders to evaluate and refine structural design, optimizing role definitions, job leveling, spans of control, required capabilities, and clear career progression pathways.
Data-Driven Strategic HR Partnership: Leverage workforce analytics and performance metrics to proactively identify trends, operational risks, and capability gaps, converting data-driven insights into actionable business strategies alongside leadership.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
Minimum Qualifications:
Minimum of seven (7) years of progressive professional human resources experience, at least two (2) years of which must have been in a senior or principal role advising executive leadership on strategic workforce planning, organizational design, or complex employee relations.
Experience managing high-risk employee relations matters, including leading formal investigations and navigating employment law compliance.
Experience applying digital accessibility regulations and standards (e.g., WCAG 2.1) to business processes, content, tools, and/or documents, with the ability to provide specific examples of accessibility improvements made.
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
Experience supporting organizations through large-scale structural changes, restructuring, or shifts in operating models (e.g., project to product transition).
Strong proactive employee relations and coaching background in a professional environment.
PHR/SPHR or SHRM certification.
Experience working in a highly matrixed organization.
Labor relations experience.
State of Colorado or other public sector experience.
Conditions of Employment:
OIT employees must comply with any screening procedures in place at state agency locations where they might perform work.
A pre-employment background check will be conducted as part of the selection process. Post-employment background checks will be required for specific agencies as business needs dictate, which may include a polygraph exam, fingerprint-based criminal history search, reference checks, and a drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
