The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state.
The purpose of the HFEMSD Academy and Workforce Development is to provide a structured, consistent framework for staff development across the Health Facilities and EMS Division. It serves as a centralized hub for regulatory training, and ongoing professional development, ensuring staff are equipped with the knowledge, skills, and resources needed to perform their roles effectively and uphold the Division’s standards of quality, safety, and compliance.
What You Will Do:
Serves as a preceptor assuming responsibility for training Health Professional II’s (HP II) and Health Professional III’s (HP III) in the evaluation of regulatory compliance and writing deficiency reports. Works closely with the supervisor and the section manager to provide feedback and coaching to staff on work product and projects. Provides work lead supervision for two professional FTE trainees in the Academy and Workforce Development section. Collaborates with the supervisor and the section manager to develop plans for surveyor training and to evaluate surveyor readiness to conduct licensure/certification surveys in accordance with all regulatory requirements. Ensures work products delivered by trainees are accurate, complete and defensible. Serves as work leader for specific training surveys (in the classroom, on-site in a facility, or simulation) that assess the care, treatment and quality of life provided by healthcare facilities through observations, interviews and record review. Conducts pre-survey preparation activities, assigns work to survey team members, facilitates meetings between surveyors and facility staff, and ensures that survey work is completed accurately.
Key Responsibilities:
Trains new HP II’s and HP III’s in the classroom and in the field on the processes for assessing and evaluating facility compliance with regulatory requirements.
Instructs new surveyors in tasks such as entrance conference, sample selection, record review, interviewing patients/residents, family, and staff, observation of service delivery, decision-making, and exit conference.
Assists trainees in deficiency report writing and provides feedback for improvement.
Provides feedback to supervisor and section manager based on the trainees’ progress and any additional training needs.
Works closely with the supervisor and the section manager to develop training plans and evaluates competencies for trainees.
Serves as a preceptor and work lead, assuming some responsibility for training of HP IIs and HP IIIs in the evaluation of regulatory compliance and writing deficiency reports.
Develops resource materials for all staff regarding surveys, processes, and professional development.
Serves as work leader for specific training surveys (in the classroom, on-site in a facility, or simulation) that assess the care, treatment, and quality of life provided by healthcare facilities through observations, interviews, and record review.
Conducts pre-survey preparation activities.
Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Minimum Qualifications:
Experience Only:
Seven (7) years of relevant experience in health care in a facility or program regulated by the Health Facilities and Emergency Medical Services Division, or closely related experience.
OR
Education and Experience:
A combination of related education in Public Health, Social Work, Nursing, Healthcare Administration, Psychology, or closely related field, and/or relevant experience in health care in a facility or program regulated by the Health Facilities and Emergency Medical Services Division, or closely related experience in an occupation related to the work assigned equal to seven (7) years.

Ability to evaluate course topics and distinguish between primary and secondary materials, ensuring content is directly relevant to the role of a surveyor.

Must be able to lift and carry up to 45 lbs. of equipment for extended periods of time.
Must be able to walk or stand for extended periods of time, including climbing multiple flights of stairs.
Must be able to hold tablet computer in standing position.
Work extended hours, weekends, evenings, nights and holidays as needed or due to circumstances of a survey.
Must be able to work in environments where contagious diseases may be present.
Must complete the Train the Trainer course prior to being hired into this role.
