This Administrative Officer position is in Environmental Management services at the Manchester VA Medical Center, located at the Manchester, NH location. This position is full-time at 40 hours per week.
- Duties include but are not limited to: The primary purpose of the position is the coordinating and monitoring of administrative functions. Provides formularized planning and direction for the Services. Responsible for the development and implementation of policies and procedures for the Services. The incumbent will recognize the need for new policies and bring such policies to the attention of the Service Chiefs. The policies and procedures are for all the various aspects of the departments, including budget and fiscal management; supply service and equipment procurement; personnel and workforce utilization; contract negotiation; construction and renovation; and space utilization. Develops, evaluates and modifies organizational structure and systems to achieve program goals. Establishes unique or complex quality and productivity programs. The incumbent develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities. Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made because of the service's quality assurance activities. Incumbent requests information from subspecialty areas, staff, technicians, and other medical center disciplines to provide staffing analysis, workload statistics and a variety of reports. Reviewing, analyzing, compiling, and preparing numerous recurring and nonrecurring reports and reviews and special administrative requests from Medical Center and VISN administration. Drafts and/or reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements. Establishes and monitors contracts between the Service and vendor personnel performing duties for the Service and analyzes their effectiveness for productivity and cost containment. Monitors and approves payment of invoices for services performed under contract to insure prompt payment. Ensures that the overall supply needs and services for the medical center are met in a timely manner. Serves as the representative to Human Resources Management Service on all personnel issues requiring a significant practical knowledge of Title 5 and Hybrid Title 38 employee relations. Provides guidance to the Service Chiefs and department supervisors on numerous topics such as: labor relations, position management, position classification, performance evaluations, disciplinary actions, and the awards programs. Works in conjunction with the Service Chief, and department supervisors to solve employee problems. Provides guidance and administrative support in developing and/or rewriting both position descriptions and appropriate performance standards for positions within the Service. Assists managers and staff in projecting staffing needs, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Work Schedule: Full-time, Monday-Friday 8:00am-4:30pm. Compressed/Flexible: May be authorized at supervisor discretion. Telework: Ad-hoc telework may be authorized, as determined by the agency policy. Virtual: This is not a virtual position. Pay: Competitive salary and regular salary increases Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA. Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Notifications May be required to attend conference at other facilities or other VA sites on occasion. The incumbent may be required to travel to other VA campuses and CBOC's. Current and former Federal employees must submit copies of their most recent SF-50 (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Veterans' preference does not apply for other current permanent Federal agency employees.
