Position SummaryHR Recruiting Coordinator is responsible for providing comprehensive administrative support for the County’s recruitment, hiring, and onboarding functions. The Human Resources Recruiting Coordinator serves as the primary coordinator for pre-employment processes, new hire onboarding, and employee lifecycle transactions within the Human Resources Information System (HRIS) and payroll system.Position DescriptionKEY RESPONSIBILITIES:Under the direction of the Director for Human Resources, this position is responsible for providing comprehensive administrative support for the County’s recruitment, hiring, and onboarding functions. The Human Resources Recruiting Coordinator serves as the primary coordinator for pre-employment processes, new hire onboarding, and employee lifecycle transactions within the Human Resources Information System (HRIS) and payroll system.

This role ensures all hiring and onboarding activities are completed in compliance with applicable federal and state regulations, collective bargaining agreements, and County policies. The position maintains accurate and timely employee records and supports departments by facilitating efficient, standardized hiring and onboarding practices across the organization.. Utilizes and maintains the Human Resource Management System (HRMS) for electronic recordkeeping of employment activity ranging from recruitment through separation of service and all interim employment changes including wage and salary administration. Uses various techniques and computer programs to collect, track and analyze employee and employment related data.

The Human Resources Recruiting Coordinator assists with developing and implementing proactive recruitment strategies, including job fairs, community outreach, school and college partnerships, professional association outreach, recruitment advertising, and candidate engagement initiatives. This role requires strong organizational skills, attention to detail, confidentiality, professionalism, customer service, and the ability to coordinate multiple recruitment and onboarding processes simultaneously.

Essential functions include but are not limited to:
1. Coordinates the administrative components of the County’s recruitment process. Verifies position approvals, posts job openings, manages applicant tracking workflows, and ensures adherence to established timelines and procedures. Serves as a resource to departments regarding recruitment processes and system access.

2. Prepares and posts employment opportunities through appropriate internal and external recruitment sources, including the County website, job boards, professional associations, educational institutions, community partners, social media platforms, and other recruitment channels.

3. Coordinates all pre-employment requirements including background checks, reference checks, and required documentation. Verifies candidate eligibility and ensures all hiring conditions are satisfied prior to start date in compliance with County policy and applicable law.

4. Coordinates and conducts new employee onboarding activities. Facilitates new hire orientation sessions and ensures completion of all required employment documentation, including Form I-9 compliance. Partners with departments, IT, and Facilities to ensure a consistent and effective onboarding experience.

5. Assists departments with recruitment planning, posting language, applicant communication, interview scheduling, and hiring process coordination to support timely and effective filling of vacancies.

6. Monitors recruitment activity and applicant flow, identifies positions that may require additional outreach, and recommends recruitment strategies to improve candidate pools for hard-to-fill or high-turnover positions.

7. Coordinates candidate communication throughout the hiring process, including interview invitations, status updates, conditional offer instructions, pre-employment requirements, onboarding information, and other employment-related correspondence.

8. Coordinates all pre-employment requirements, including background checks, reference checks, pre-employment documentation, and other required hiring conditions. Verifies that hiring requirements are satisfied prior to the employee’s start date in compliance with County policy and applicable law.

9. Coordinates and conducts new employee onboarding activities. Facilitates new hire orientation sessions and ensures completion of all required employment documentation, including Form I-9 compliance. Partners with departments, IT, Facilities, and other appropriate staff to ensure a consistent and effective onboarding experience.

10. Coordinates and attends job fairs, career fairs, hiring events, school events, college recruitment events, community outreach events, and other recruitment activities to promote Jackson County employment opportunities.

11. Develops and maintains relationships with schools, colleges, universities, workforce development agencies, community organizations, professional associations, and other recruitment partners to support candidate sourcing and workforce pipeline development.

12. Assists with the development of recruitment materials, flyers, job fair handouts, social media content, employment branding materials, and other communications designed to promote County employment opportunities.

13. Supports targeted recruitment efforts for difficult-to-fill positions, seasonal hiring needs, internship opportunities, entry-level positions, public safety positions, and other high-priority recruitment areas.

14. Assists with coordinating interview processes, including preparing interview materials, scheduling interviews, communicating with candidates, collecting interview documentation, and maintaining appropriate hiring records.

15. Assists with ensuring recruitment and selection processes are conducted consistently and in accordance with applicable federal and state laws, collective bargaining agreements, County policies, and equal employment opportunity principles.

16. Maintains accurate recruitment, hiring, onboarding, and personnel records in accordance with County procedures, confidentiality requirements, and records retention obligations.

17. Coordinates employee onboarding and separation processes throughout the County, including new hire orientation, required employment forms, exit interviews, personnel records updates, and related documentation.

18. Processes monthly invoices related to recruitment, pre-employment screening, employee testing, employment advertising, job boards, job fairs, and other Human Resources Department expenses.

19. Oversees and maintains employee personnel records. Maintains electronic and physical employment records, including preparing, compiling, storing, maintaining, retrieving, and disposing of primary employment information, training records, regulatory documents, Form I-9 records, and other personnel-related documentation.

20. May assist and support the maintenance and functioning of the County’s HRMS (Human Resources Management Systems).

21. May assist with the administration of the wage and salary program, entering and tracking rate adjustments, and monitors non-standard pay practices to ensure rate adjustments, step increases and other changes are properly implemented. Assists with the accurate and timely entry and maintenance of all employee status changes within the HRIS. This includes hires, transfers, promotions, temporary and acting assignments, and rate adjustments. Ensures all transactions are supported by appropriate approvals and documentation and are processed in accordance with County policy and collective bargaining agreements.


22. Participates in the County’s initiative for Continuous Process Improvement, monitoring opportunities to enhance the HRMS and integrated systems and reporting functions to increase functionality, streamline processes and improve both efficiency and utilization.

23. Assist with the oversight and managaement of employee personnel records. Maintains various electronic and physical records for all employees including preparing, compiling, storage, maintenance, retrieval and disposal of primary employment information, training, and regulatory requirements (I-9, etc.).

24. Ensures compliance with confidentiality, departmental and regulatory record retention processes and continually monitors for system improvements related to storage, retrieval, imaging, etc. Monitors and tracks the implementation of union dues and withdrawals

25. Other duties as assigned by the Director of Human Resources and Labor Relations.


REQUIREMENTS:Employment Qualifications

Education: Associates Degree or equivalent in human resources management or closely related field.

Experience: Three (3) to five (5) years’ experience as an HR generalist or in the administration recruitment and onboarding processes. Experience in both union and non-union work environments preferred.

An equivalent combination of education and experience may be accepted at the discretion of the Director of Human Resources & Labor Relations.

Relevant Skills/Specialized Equipment Knowledge:
• Basic office equipment (telephone, calculator, photocopier, FAX, etc.)
• Advanced skill level with various computer programs including MS Office - Word Excel, Power Point, and desktop publishing.
• Highly proficient with database entry and maintenance.
• Excellent written and verbal communication skills in regard to both technical and non-technical information.
• Strong analytical and organizational abilities.
