Role of DepartmentCOIC’s Adult and Youth Employment Programs support individuals in achieving education, employment, training, and career advancement opportunities through workforce development programming and strategic community partnerships. Adult programs provide workforce services to adults and dislocated workers, including career counseling, occupational training, work-based learning, supportive services, and connections to employment. Youth programs serve eligible young people by supporting education and diploma or GED attainment, career exploration, work readiness, occupational training, work experiences, and pathways to employment and self-sufficiency.
Adult program services are delivered through WorkSource Oregon, while Youth services are provided through COIC’s Youth Compass Program. This position supports both programs and may work from either program location based on service and program needs. Outreach and service delivery may also include engagement with employers, community partners, high schools, post-secondary education and training providers, and other workforce system partners. Programs may include Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker, and Youth services; Rapid Response; grants; and other workforce and training initiatives designed to support individual employment outcomes and regional workforce needs.
Job Purpose
Under the direction of the Adult Programs Manager and Youth Program Manager, the Adult and Youth Program Coordinator supports the coordination and delivery of Adult, Dislocated Worker, and Youth workforce services in Klamath County. This position provides direct participant services and case management while supporting coordination between Adult and Youth programs, employers, education providers, community organizations, and workforce system partners.
The Coordinator supports program processes, participant referrals, co-enrollment between programs, staff engagement, outreach, and development of work-based learning opportunities. The position maintains an active participant caseload and helps maintain COIC’s Adult Program presence within the Klamath Falls WorkSource Oregon center while supporting services at the Youth program location and within the community.
The Coordinator develops and maintains collaborative relationships with employers, education and training providers, community organizations, and WorkSource Oregon partners to expand employment, education, and training opportunities for Adult and Youth participants. This position also serves as the Rapid Response Coordinator for Klamath County and works collaboratively with workforce partners to support businesses and workers impacted by layoffs, closures, or workforce reductions.This job description indicates the general nature and level of work performed by employees within this position and is subject to change. - Support coordination of Adult and Youth program services in Klamath County in collaboration with the Adult and Youth Program Teams.
- May provide day-to-day coordination and support for Employment Counselors, including balancing caseloads, answering program questions, and serving as a first point of contact for workflow issues.
- Maintain an active caseload of Adult and/or Youth participants and provide case management services including assessment, career planning, employment preparation, education and training coordination, credential attainment, support service navigation, and follow-up services.
- Assist with staff onboarding, peer training, and implementation of consistent program processes and service delivery practices.
- Promote coordination, referrals, and appropriate co-enrollment between Adult and Youth programs and with WorkSource Oregon and community partners.
- Participate in program compliance, monitoring, and quality assurance efforts and assist staff in understanding and implementing applicable program requirements.
- Assist with tracking program activity, enrollment, participant services, performance outcomes, reporting requirements, and other program information.
- Maintain timely and accurate participant documentation, case notes, service tracking, and data entry in applicable workforce information systems.
- Work with employers to identify employment and work-based learning opportunities for Adult and Youth participants, including Work Experience (WEX), On-the-Job Training (OJT), internships, and other employment and training opportunities.
- Develop and maintain collaborative relationships with employers, community organizations, high schools, post-secondary education and training providers, WorkSource Oregon partners, and other workforce stakeholders to support employer needs, participant employment opportunities, hiring events, and workforce initiatives.
- Conduct outreach and represent COIC Adult and Youth programs at community meetings, partner events, schools, job fairs, employer events, and other workforce development initiatives.
- Help maintain an established COIC Adult Program presence within the Klamath Falls WorkSource Oregon center in accordance with program scope of work and partnership expectations while supporting services at the Youth program location and within the community.
- Serve as the Klamath County Rapid Response Coordinator, working collaboratively with workforce partners and COIC program leadership to coordinate services and connect businesses and workers impacted by layoffs.
- Assist with identification of grant and funding opportunities and support grant reporting, program development, special projects, and workforce initiatives as assigned.
- Organize, facilitate, participate in, and/or present at meetings with community stakeholders, community organizations, employers, education providers, and WorkSource Oregon partners.
- Develop, coordinate, facilitate, and/or present job search, career-readiness, computer, employment, training, and other workshops or informational sessions. May assist with the development or updating of curriculum, workshop materials, and outreach resources.
- Travel between program locations, employers, schools, education and training providers, partner organizations, and community outreach locations as needed.
- Perform other related duties as assigned.
