Grant Administrator - Finance
This is an in-person position. Work-from-home and hybrid work schedules are not offered.
Explores and maintains records of possible grant sources. Prepares grant applications and proposals, ascertaining departmental needs, determining staffing levels and budgets, and gathering other information necessary to the development of successful grant proposals. Reviews all grant applications for conformity to City of Cleveland grant policies and procedures. Develops, submits, and tracks relevant grant-related legislation. Monitors and evaluates grant-funded programs during the life of the grant to ensure compliance to grant conditions, funding source requirements, and goal achievements. Collects and maintains federally and state mandated data unique to each grant and prepares required reports. Recommends, develops, and initiates revisions whenever appropriate. Tracks expiration of current grants and submits renewal applications. Performs other job-related duties as required.Bachelor's Degree in Business, Accounting, or related field from an accredited four-year college or university required. Two years of full-time experience in grant writing and grant administration for a governmental or non-profit organization required. (Substitution: Two years of any equivalent combination of education, training and experience may substitute for each year of college education lacking.) Must be computer proficient and familiar with the Internet and knowledgeable in Microsoft Office Suite (Word, Excel, and Access). Valid State of Ohio Driver's License required. Must be able to lift and carry a minimum of 30 pounds.
Examples of Duties
Working under the supervision of accounting and/or finance staff, this position:
- Ensures compliance with accounting and finance standards, best practices, and governmental regulations pertaining to the Code of Federal Regulations (C.F.R.) at 2 C.F.R. Part 200 and the City of Cleveland’s Grant Management Policy.
- Conducts financial management and analysis of grant awards, including pre-award budgeting, post-award tracking, and expense monitoring (i.e., cash balance and expenditure analysis).
- Creates, analyzes, reviews, and audits financial reports for internal stakeholders and funding agencies, including monthly and annual status reports and milestone reporting.
- Collaborates with grant managers, finance teams, and external partners to ensure alignment with grant objectives and fiscal compliance.
- Tracks grant deadlines, funding conditions, and regulatory/financial compliance requirements, ensuring timely reporting and adherence to fiscal requirements.
- Reviews and audits grant-related fiscal transactions, including reimbursements and financial reconciliations.
- Identifies opportunities for process improvements to enhance the efficiency and accuracy of grant administration.
- Establishes and maintains official grant records.
- Assists in providing grant training to new and current team members.
- Contributes to the development and launch of a new strategic finance unit (a start-up unit within the organization), helping to build its foundational processes, systems, and capabilities from the ground up.
A Bachelor's Degree in Business/Public Administration, Accounting, Finance, or closely related field from a four-year accredited college or university is required. Three years of experience working with federal grant administration and social service agencies is preferred.
