The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries – electric, natural gas, telecommunications, water/wastewater, and transportation – before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state’s Energy Office, Broadband Office, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina. 

The HR Generalist will assist in all areas of Human Resources while serving as the primary point of contact for employee benefits, recruitment and selection, and onboarding. Job duties include:
  • Benefits administration - The ORS is a participating entity in the benefit programs offered by the state through the SC Public Employee Benefit Authority (PEBA). Serve as a knowledgeable resource to newly hired, current, and separating employees. Provide accurate, thorough, and timely retirement and insurance information to employees in support of their planning and decision making. 
  • Recruitment and selection - Assist in the review and advertising of open positions, the review and referral of job candidates, and the coordination and communication of applicant interviews. 
  • Employee onboarding - Maintain a comprehensive onboarding program and manage the continuous process of welcoming, educating, and acclimating new employees. Coordinate pre-employment tasks in preparation of new employees. Coordinate onboarding tasks with relevant internal departments - building management, IT, etc. Monitor, recommend, and implement improvements as needed to ensure thorough, efficient and effective onboarding practices.
  • Reporting and recordkeeping - Receive and respond to various information requests for current and former employees - employment verifications, payroll verification, service verification, etc. Establish and maintain active employee files and retain former employee files in digital format. 
  • SCEIS - Review and respond to various information requests from managers or employees - compensation history, leave usage and quotas, organizational reports, etc. Assist employees in changes to personal information or verification of service dates. Perform time and leave reporting and reconciliation. Assist in the review and verification of payroll processing and payroll results. 
  • Other - Assist in other HR functions to include performance management, compensation, employee relations, required reporting, etc. 
Bachelor's degree and at least three years of experience in human resources programming.

Knowledge of human resources principles and practices and laws and regulations affecting human resources. Knowledge and experience working in the administration of benefit programs offered by the state of SC through PEBA. Ability to exercise sound judgment and extreme discretion. Ability to communicate effectively in written and oral form. Ability to establish and maintain effective working relationships within a diverse workforce. Knowledge and experience working in the SC Enterprise Information System (SCEIS) or other SAP HR platform is very desirable but not required.
  • All ORS employees are required to attend ethics training annually for continued employment. 
  • All ORS employees are prohibited from owning equity in regulated utilities. 
  • Work hours are Monday-Friday, 8:30 am - 5:00 pm.
  • Remote work is not available, and employees work in-office at 1901 Main Street, Columbia, SC 29201.
