The City of Beaverton’s Human Resources department is hiring a Benefits Specialist who loves helping people, communicates thoughtfully, and understands how important it is to get the details right. Beaverton’s employees work around the clock every day of the year in jobs ranging from Police to Public Works, and we’re looking for someone who can help each employee make the most of their benefits, no matter their job or needs. 


As the city’s benefits expert you’ll guide employees through their benefits and leave options, answering questions, supporting them through life changes, and making complex information easy to understand. You’ll lead Open Enrollment, provide benefits orientation for new hires, and develop clear and useful communications and materials to help employees make informed decisions for themselves and their families.


Behind the scenes, you’ll keep benefits processes running smoothly by entering accurate data in our HRIS and vendor systems, maintaining up to date records, auditing invoices, and coordinating with vendors and payroll partners to resolve issues. You’ll also collaborate with our small, supportive HR team on wellness activities, policy and procedure updates, and data reporting and analysis.

This is a full-time, non-exempt, Management 3 (M3) position. The classification is Human Resources Specialist. There is one vacancy. This position will be eligible for a hybrid work schedule (up to 2 days per week of remote work) following the successful completion of probation.

  • Help employees navigate their benefits by providing clear, accurate information and compassionate support. Serve as an expert resource for employees who have questions or need support during life changes or challenging situations. 
  • Maintain accurate benefit and leave records, making sure time-sensitive tasks are processed promptly. 
  • Ensure benefits information is entered correctly into a variety of internal and external systems. Work closely with vendors and payroll partners to keep processes running smoothly, troubleshoot issues, and make sure employees receive the correct benefits. Perform regular audits and reconciliation with vendors.
  • Help employees feel confident and informed about benefits by providing regular benefits orientations to new employees, planning and facilitating education and information sessions about benefits, maintaining clear and easy-to-use benefits information on the city’s internal platforms, and leading annual Open Enrollment activities. 
  • Stay on top of important benefit-related laws and policies (such as FMLA, OFLA, PLO, COBRA, HIPAA, ACA) so that you can explain them clearly, apply them consistently, and ensure compliance.
  • Provide thoughtful, patient explanations of benefits and leave rules to employees, supervisors, and retirees.
  • Collaborate with HR teammates and other departments to build smooth, supportive processes that make benefits feel accessible to everyone. 
  • Maintain confidentiality, handle sensitive information with care, and help foster an environment where employees feel respected and supported.

Minimum qualifications

  • Bachelor’s degree in human resources management, public administration, business administration, or a related field; and 
  • Two years of experience administering employee benefits; or 
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position. 

Licensing and special requirements

  • Valid driver’s license and the ability to meet the city’s driving standards, or an acceptable alternative means of transportation to attend meetings and events at multiple work locations. 
  • Ability to pass reference checks and education verification, and satisfy the requirements of a background check, including Criminal Justice Information Services (CJIS) fingerprints.
  • The successful candidate must obtain CJIS certification within 30 days of hire. 

Wage range: $36.09 – $48.37 hourly

Starting pay within the posted range is based on a review of your related work experience, as required by the Oregon Equal Pay Act. We compare the experience shown in your application materials with the qualifications for the position. Applicants who meet the minimum qualifications will start at step one. Applicants whose work history clearly demonstrates additional directly related experience may be placed at a higher step within the range.
