Under direction, to provide technical assistance with complex fiscal, budgetary, contract administration and policy issues and problems; to perform analysis of proposed legislation; to assist in the preparation and negotiation of contracts; to perform a variety of delegated assignments and related work as required.CLASS CHARACERISTICS
This classification is the advanced journey-level class in the Administrative Analyst series, which works independently in the performance of assignments. It is distinguished from the Administrative Analyst II class in that incumbents are expected to be knowledgeable in and be able to perform the full range of analytical duties in the office as required. The class may perform some of the less difficult duties, but the majority of the time will be devoted to the more complex, unusual and consequential issues and problems. Incumbents serve as a resource to other office staff.
EXAMPLE OF DUTIES
Essential:
Prepares staff studies and recommendations as directed; provides general technical assistance to management as assigned
Prepares and presents reports, resolutions and ordinances before the City Council
Assists with preparation and presentation of budgets; performs budget revenue and expenditure and analysis review and makes recommendations on same
Prepares and negotiates requests for proposals, contracts and agreements
Reviews contract performance versus specifications and ensures compliance; approves invoices for payment
Serves as an internal management investigator, researching and analyzing facts and preparing recommendations for assigned projects
Reviews and analyzes government operations and recommends changes
Prepares comprehensive written reports; answers questions from the public
May supervise and direct or assist in supervising and directing various divisions within a department
May supervise and direct the work of support staff
QUALIFICATIONS
Knowledge of:
- Principles and practices of general government administration and policy establishment
- Fiscal administration, including budget preparation and expenditure control
- Laws, rules, and regulations affecting the activities of City government
- Taxation policies and the various sources of local government funding
- Management and organizational analysis
- City organization and functions
- Personal computer hardware and software typically found in a modern office
Skill in:
- Providing staff consultation to management
- Conducting a wide variety of analyses and preparing comprehensive reports
- Staying abreast of legislation affecting the local area
- Assisting with the administration of City programs
- Making effective public speaking presentations
- Representing City policies and programs with other government agencies and the general public as directed
- Communicating tactfully and effectively with City staff, elected officials, and members of the public
- Utilizing computer hardware and software to complete work
- Providing training to other employees
- Establishing and maintaining cooperative working relationships with those contacted in the course of work
Education and Experience:
Equivalent to a Bachelor's degree in public administration, business administration, economics or a related field from an accredited college or university, and a minimum of three years of experience comparable to classification of Administrative Analyst II, which includes a broad range of analytical assignments. Additional qualifying experience may be substituted based on two years of experience for each year of education.
Licenses and Certificates:
Possession of a valid California driver's license within 30 days of hire.
Physical Demands and Working Conditions:
Mobility to work in a standard office environment, use standard office equipment and attend off-site meetings. Physical ability to sit or otherwise remain stationary at work post for long periods of time. Manual dexterity to use standard office equipment and supplies and to manipulate both single sheets of paper and large document holders (binders, manuals, etc.); vision to read handwritten and printer materials and a computer screen; hearing and speech to communicate in person and by telephone.
