City Engineer

 PURPOSE OF CLASSIFICATION:The purpose of this classification is to manage and perform top-level professional civil engineering work, providing management and solutions to complex problems that arise in the design, review, and construction of City infrastructure and related development projects. The City Engineer serves as the principal engineering specialist, responsible for integrating services within and among Utilities, Streets, and Stormwater functional areas. The City Engineer directs, oversees, and participates in design and review of capital improvement development including, but not limited to, utility infrastructure and transportation projects. The City Engineer is responsible for directing major projects, supervising and performing complex engineering reviews, enforcing legal and contractual requirements, and establishing and reviewing the performance of staff. The work is performed under the general direction of the Public Works Director, but considerable latitude is granted for independent judgment and initiative. This position provides services to the public and works collaboratively with the City Manager, Mayor, City Council, and to ensure departmental compliance to all applicable federal, state and local codes and ordinancesThe following duties are normal for this position. Other duties may be required and assigned.

• Performs, directs and supervises the City's professional civil engineering work and coordinates with consulting engineers as required.
• Plans, directs, and participates in the development and implementation of goals, objectives, policies, priorities and design standards for the Division services.
• Plans, organizes, directs, and coordinates Capital Improvement Program projects including engineering design, field assessment and survey, and construction management for the public infrastructure needs of the community.
• Processes, reviews, and approves various private development proposals related to subdivisions (plats), streets, stormwater management plans, water and sanitary sewer improvements, and related infrastructure.
• Supervises, trains and evaluates assigned staff; organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
• Supports the preparation of the division’s budget and develops strategies to ensure fiscal responsibility in carrying out effective programs and projects.
• Plans, supervises and performs professional engineering work in the design and construction of water & wastewater facilities, stormwater infrastructure, streets, sidewalks, drainage systems, drainage structures and other public capital projects; coordinates with the public, City departments, regulatory agencies, utility companies, consultants, and construction contractors to ensure project success; presents projects and programs to various boards and committees for approval; and provides periodic project progress and status reporting as required.
• Directs the implementation and management of the Stormwater Management Program in order to meet requirements of the National Pollution Discharge Elimination System (NPDES).
• Supervises the preparation of plans, project specifications, public works inspections, legal descriptions, surveys and other engineering work performed by staff members.
• Supervises and participates in the review of plans and the inspection of construction in progress for adherence to codes, acceptable engineering standards and related City policies.
• Develops and implements the operating budget for the Engineering Division; executes projects and programs in accordance with budget expectations; obtains quotes, prepare requisitions, reviews and approves pay requests from contractors and vendors; monitors expenditures for budget compliance.
  Prepares and generates routine correspondence, letters, memoranda, forms, reports and other documents via computer and typewriter.
• Meets with public and private engineers, architects, contractors and owners to explain and discuss projects.
• Responds to inquiries or complaints and provides technical information to City staff, Council members and the public.
• Prepares comprehensive technical and staff reports in verbal and written form to the Director of Public Works, the City Manager and City Council.
• Signs off on engineering drawings, plans and specifications, permit applications and other legal documents as a Professional Engineer.
• Ensures compliance with the City’s Standards and Specification Manual, City of Naples Code of Ordinances, Federal and State laws, ordinances and regulations.
• Manages and develops the City’s Pavement Management System; coordinates strategies with other agencies. Supervises and manages the application of Grants for City projects from Federal, State and local funding sources.
• Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, Publisher, PowerPoint, Executime, word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
• Communicates with City officials, supervisor, construction contractors, engineering consultants, regulatory agencies, other employees, laborers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
• Maintains current knowledge of trends and developments in engineering and regulatory standards pertaining to public utilities and infrastructure.
• Participates and presents at committee, Planning and Zoning Commission, and City Council meetings, as required.

MINIMUM TRAINING AND EXPERIENCE

• Master’s degree in Civil Engineering or related engineering discipline, or Bachelor’s degree and additional engineering licensure; supplemented by seven (7) years progressively responsible experience in municipal engineering design and construction project management including at least four (4) years in a supervisory position; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this position. 
• This position requires Professional Engineer Registration with the State of Florida. 
• Must possess and maintain a valid Florida driver’s license, class “E” and a driving record which meets or exceeds minimum City driving standards.

OTHER REQUIREMENTS:The City of Naples is a Tobacco-Free Workplace.
